Call for Proposals for small grants for engaging CSOs/NGOs on
the Somali Constitution Review Process
Ministry of Constitutional affairs (MoCA) in collaboration with its partners such as relevant federal institutions, Federal member states, and civil society organizations to commence an extensive civic education and public outreach campaign in the period of October 2018 to December 2018.
In order to reach the desired goal of the Civic education and Public outreach much will depend on public engagement and dialogue. A comprehensive, mass media & civic education campaign is therefore essential to successfully create public engagement.
Preliminary civic education is designed to prepare the public to participate in the review process while substantive civic education is designed to inform the people on key political issues in the review process and options available for their resolutions.
This Call for Proposals is specifically related to an extensive civic education and public outreach campaign to create civic knowledge, civic skills and civic dispositions.
OBJECTIVES AND EXPECTED OUTPUTS/ DELIVERABLES
To raise awareness on the importance of the constitutional review nationally, regionally and within community target groups
Increase public voice and promote essence of their participation in the constitutional review process
To provide each target audience with the necessary information on the constitution review in order to prepare them for the review process.
To encourage civic participation, to render the Constitutional Review Process fully inclusive of the views, desires that meets the needs of all Somali citizens.
To reach significant number of the different Somali society who live in both in the
urban and countryside through Civic engagement platforms.
To produce a knowledgeable society which understands their rights and duties in the constitution
Create an environment where society can fully participate in the review of the constitution
Increase community advocacy on youth engagement in the constitution review process
Federal Member States (FMSs) and Benadir Region
ELIGIBILITY & QUALIFICATION CRITERIA
The parameters that will determine whether CSOs/NGO is eligible to be considered by the Selection Committee will be based on the requirements indicated the following eligibility and criteria:
Development of organizational policy manuals and guidance documents related to civic education and public outreach
To have a clear organizational structure including board of directors
To have a clear organizational charter
To have a clear financial management record
To have physical address (offices)
To be officially registered
To have minimum five years’ experience of civic education and outreach programs implementations
Understanding of historical conflicts over the meaning of the constitution
Knowledge of local community assets, problems and important local actors, and their connection to broader issues.
Ability to understand, analyze and check the need of the local communities
Ability to envision a plan for action on community problems and to mobilize others.
Ability to articulate the meaning of abstract concepts such as democracy and patriotism
Support for justice, equality and other democratic values and procedures
To be reliable and trusted by the public and local communities
Respect for human rights and a willingness to search out and listen to others’ views
Organizational commitment to the well being of others in the community and nationwide.
Proposed Methodology, Approach, Implementation (Work Plan and Monitoring and Evaluation Plan).
This section should demonstrate the CSOs/NGO’s response to the Call for proposals by
identifying the specific components proposed, how the outputs/ delivery shall be addressed, as specified; providing a detailed description of the essential performance characteristics proposed; how the project will be measured and evaluated; identifying the works/portions of the work that may be subcontracted.
Moreover, the proposal should demonstrate how the proposed methodology meets or exceeds the Call for proposals, while ensuring appropriateness of the approach to the local conditions and the rest of the project operating environment. This methodology must be laid out in an implementation timetable and M& E plan.
Management Arrangement, Resources and Financial Management of Project
This section should include a brief description of the management structure and clearly defining the roles and responsibilities vis-à-vis the proposed methodology. Other necessary information includes the structure the organization will employ to safeguard and accurately report financial transactions of the project. It should also include a clear finance management arrangement or structure within the organization or another supportive organization through an established agreement for the funds management.
This section should provide detailed information on budget breakdown for the entire intervention and should clearly link each activity with specific costs. Further, each budget line should indicate detailed assumptions and unit costs. No lump sums with activities will be considered.
Previous work Report/Assessment
This section will include a recommendation with specific details or report from donors with whom you had worked in the past. It should cover the activity and finance management details; any problems that arose; how they were resolved; and any other information regarding the previous work and management of the funds that may be relevant.
Proposals will be evaluated based on the following criteria:

Financial Management Structure
Evaluation methodology: Quality based under Fixed Budget Selection (QB-FBS)
Quality-based Fixed Budget Selection (QB-FBS) methodology implies that all proposals have the same maximum overall price (which cannot exceed the given fixed budget amount), such that evaluation will be focused on the selection of the best quality proposal.
NGOs/CSOs are expected to provide their best technical proposal and financial breakdown (within the budget), clearly stating proposed overheads. Evaluation of all technical proposals shall be carried out, in accordance with evaluation criteria stated in this document, and the proposal which obtains the highest technical score shall be selected. CSOs/ NGOs exceeding the established fixed budget in their financial proposals will be immediately rejected.
Budget size and duration
Proposal amounts should not exceed USD20,000 for direct interventions in a single community/ activity or to geographical area for direct interventions in multiple communities/activities or geographical areas within the same country as stated in the ToR.
The amount requested in the proposal should be commensurate with the organization’s administrative and financial management capabilities. Project implementation must not exceed twelve (12) months duration.
MoCA will review proposals through a four-step process:
Determination of eligibility;
Technical review of eligible proposals;
Scoring and ranking of the eligible proposals based on the assessment criteria outlined in the previous section to identify highest ranking proposals; and
Round of clarification (if necessary) with the highest scored proposals.
VII. SUBMISSION PROCESS
Applicants shall bear all costs related to proposal preparation and submission.
Applicants must submit their proposals to:

The following documents must be submitted in order for the submission to be considered:
Project Synopsis (background and description of project)
Human resource roles and responsibilities
Financial management structure
Implementation (work) plan
M&E plan (with expected outcomes and impact, how these will be reported)
Only one submission per organization is allowed. Once the application is completed and submitted, revised versions of proposal documents will only be accepted at the specific request of the Chair, Selection Committee only.
Proposals, with supporting documents, should be submitted latest by 26th September 2018.
VIII. OTHER INFORMATION
The Ministry of the Constitutional Affairs (MoCA) implements a policy of zero tolerance on proscribed practices, including fraud, corruption, collusion, unethical practices, and obstruction. MoCA is committed to preventing, identifying and addressing all acts of fraud and corrupt practices against MoCA as well as third parties involved in MoCA activities.
In responding to this Call for Proposals, MoCA requires all Proposers to conduct themselves in a professional, objective and impartial manner, and they must at all times hold MoCA’s interest’s paramount. Proposers must strictly avoid conflicts with other assignments or their own interests, and act without consideration for future work. All Proposers found to have a conflict of interest shall be disqualified. Without limitation on the generality of the above, Proposers, and any of their affiliates, shall be considered to have a conflict of interest with one or more parties in this solicitation process, if they:
Are you or have been associated in the past, with a firm or any of its affiliates which have been engaged MoCA to provide services for the preparation of the design, Terms of Reference, cost analysis/estimation, and other documents to be used in this competitive selection process;
Were you involved in the preparation and/or design of the programme/project related to the services requested under this Call for Proposals; or
Are you found to be in conflict for any other reason, as may be established by, or at the discretion of, MoCA.
In the event of any uncertainty in the interpretation of what is potentially a conflict of interest, proposers must disclose the condition to MoCA and seek MoCA’s confirmation on whether or not such conflict exists.
