to Borama and Hargeisa

Objective:
The Emergency Officer will coordinate the implementation of emergency

activities in Welthungerhilfe Somaliland Program, specifically in Lughaya

District

Job Summary

Responsibilities

Focal point to develop the Somaliland emergency programme of Welthungerhilfe in close collaboration with capacities and personnel of ongoing development projects.
Builds up a new field office in one of the most drought prone areas of Awdal Region.
Guides a small team of emergency officers in registration, distribution and M&E of the emergency programme.
Ensures compliance of activities within the national standards and guidelines as presented by the Government of Somaliland, specifically NADFOR.
Ensures compliance with rules, regulations and formats of donors and of WHH
Acts as the WHH Somaliland focal point in communication with relevant government and local civil society partners concerning emergency measures
Acts as the WHH Somaliland focal point for the international coordination mechanisms concerning food security, nutrition and WASH (UN clusters)
Develops, together with WHH colleagues, transparent and fair beneficiary selection criteria and procedures
Ensures fair and equitable selection of beneficiaries based on objective selection criteria, unbiased by ethnicity, age and gender.
Installs complaint mechanisms in reach even for the most disadvantaged members of the targeted communities.
Undertakes regular field visits to document and visualize program implementation
Works closely with Emergency Coordinator in the Regional Office of WHH in Addis Ababa.
Avails himself to any urgent task as advised by the Somaliland Programme Coordinator.

Min. Education: Second degree in project management, sociology, nutrition or other related fields
Experiences

At least 5 years’ of professional work experience in developing, implementing, monitoring and reporting on humanitarian interventions
Demonstrated belief in and ability to work in a team
Readiness to spend most of the working time in remote areas under less-than-urban conditions
Ability to work effectively with multi-disciplinary teams.
Experience working with a diverse group of technically skilled experts within the context of a project team

Language
Excellent in English and Somali languages (both verbal and written)

Skills and

Excellent Team player; able to work in a multi-cultural environment

Competencies

Willingness to travel and stay long in remote and difficult areas

Able to take initiative, self-motivated/independently working
Organized personality
Willingness to learn and to share knowledge
Creative, flexible and pro-active
