INSO provides registered NGOs with a range of free services including real-time incident tracking, analytical reports, safety related data and mapping, crisis management support, staff orientations and training.
INSO supports NGOs with their day-to-day risk management responsibilities and improve their overall situational awareness to support evidence-based humanitarian access decisions.

Today the organisation provides daily support to more than 850 NGOs in eleven of the world’s most insecure countries and has earned a strong reputation for performance, principles & professionalism.
INSO Somalia
INSO Somalia seeks to address the growing challenges of safety in the NGO community in Somalia/Somaliland through the provision of specialized, coordinated and focused safety management support. It recognizes the insecure operating environment all NGOs face in Somalia/Somaliland and the collective value of enhancing safety preparedness and support.  The project provides the NGO community with its own safety focal point and tailored safety support services through 3 main services: Research & Analysis (provision of regular reports, safety risk assessments and briefings); Capacity building (provision of various trainings); and Response (provision of support to crisis management in response to critical incidents).
Job Summary
Reporting to the Deputy Safety Advisor (DSA), the Field Monitor (FM) will assist in collection of safety information, maintain and manage a positive and respected public image of INSO among regional actors, ensure confidentiality of information provided by NGOs and other actors and adhere to INSO Policies and procedures.
Specific Responsibilities

Assist in collection of safetyinformation

At a minimum check in with the DSA to provide contextual information every day, to include the following priorities:

NGO incidents
For-profit development agency and IO incidents
Threats, targeted killings, and intimidation
AS/IS, AMISOM, and SNA movements or intentions
Political- clan conflict
General incidents
Natural disasters

Assist the SA & DSA to collect detailed information on NGO incidents
Upon hearing about any security incident in your assigned area, immediatelyinform the DSA about the incident then attempt to verify it through another source, then pass on the results of your checks
Be responsive to calls from INSO staff. If mobile coverage gaps exist in the area you reside or spend time in, then you cannot fulfill your duties
Assist INSO in developing and maintaining contacts with NGOs in every district traveled to
After acquiring the SA’s approval, travel to the districts to collect information and develop new contacts continuously
Assist the SAA in maintaining INSO actor and district maps
If capable, escort and/or translate for the SA on selected field missions

To maintain and manage a positive and respected public image of INSO among regional actors

Able to clearly explain the mandate and role of INSO to the NGO community and other relevant actors when tasked to by the SA
If not a low-profile FM, maintain dedicated formal and informal relations with senior NGO managers/coordinators and other non-security staff to facilitate information sharing and build trust

Ensure confidentiality of information provided by NGOs and other actors

Seek permission from the SA prior to sharing any information knowledgeable to you.
Ensure that the names of NGOs are not included in external communications

Adhere to INSO Policies and procedures

Fully Comply with INSO policy directives
Observe and maintain the confidentiality and security of all NGO information
Observe and maintain the confidentiality and security of any documentation/procedures as outlined by INSO
FM does not carry documents that would identify him/her as an NGO employee when on a road mission outside of his/her home base, to include incident notes
FM’s phone should be set not to store call logs whenever possible; if this is not possible, the FM must clear call logs before proceeding outside of his/her home base
Only with permission of the SA does the FM approach parties to the conflict to introduce him/herself

Any Other Tasks

Conduct some research to better understand ongoing local dynamics in the area.

Mandatory Requirements

Must be Somali National
Secondary School Education
1 to 2years of work experience in positions requiring information sourcing, processing and sharing
Excellent oral and written skills in Somali; Oral Skills in English will be an added advantage
Ability to relate and network with key stakeholders in Somali

This position is open for Somali Nationals ONLY.
Reporting to the Deputy Safety Advisor (DSA), the Field Monitor will:

Assist in collection of safety information
Maintain and manage a positive and respected public image of INSO among regional actors
Ensure confidentiality of information provided by NGOs and other actors
Adhere to INSO Policies and procedures.
