Salary:US$ 803 per month.
Location: Southwest State of Somalia, Baidoa, Somalia
Purpose of the Position
The Finance Director is responsible for managing theFinance and administrative functions of the Ministry of State Presidency, and in consultation with the Civil Service Commission coordinate the implementation of finance Management, and instructions, for the Ministry of State Presidency, and providing advice in relation to finance.
Working and Reporting Relationships
Reporting to the Director General of the Ministry of State Presidency, Finance Director will work with other senior managers of the Ministry of State Presidencyto assist with the Ministry administration on Finance issues and ensure they are dealt with in accordance with the Ministry’s Finance Procedure. The Finance Director will also ensure that the ministry’s finance goes to the right areas.

Assisting in the preparation of budgets, Managing records and receipts, reconciling daily, monthly and yearly expense.
Preparing balance sheets, Processing invoices, Developing an in-depth knowledge of organizational products and process
Resolve financial disputes raised by the customer service and sales teams
Provide advice and support to senior management in the development and management of the Ministry’s administration budget and preparation of the payroll budget.
Preparation of the monthly/fortnightly payroll and maintenance of payroll records for all ISWA Line Ministries.
Ensure proper management of the payroll system for the ISWA to ensure staff receive their pay and entitlements in an accurate and timely manner and in accordance with ISWA laws, regulations and policies.
Responsible for the sound administration of the Ministry of State Presidency including specification of all procurement requirements necessary for the efficient operation of the Ministry.
Deal with the Ministry’s Financial process
Lead and develop the Finance team with in the Ministry
Perform any other related duties as may be required

Qualifications and Experience

A Degree in Business Administration and Finance- essential
A Master’s degree in business or human resource management – desirable
At least 4 years of experience in the area of Finance or business in a public sector department or institution at a senior level.
Experience with developing and implementing Finance policies in the public sector.

Knowledge, Skills and Abilities

Sound knowledge of contemporary Financial management procedures and practices.
Knowledge of current public sector reforms and best practice in countries similar to Somalia.
Sound leadership and organizationaldevelopment skills.
Computer literacy and familiarity with accounting software packages.
Excellent interpersonal skills.
Ableto provide mentoring and advice to senior management and staff on human resource matters
Must be assertive and be able to easily identify, analyse and solve complex problems.
Able to efficiently utilise human resources and management information systems to ensure maximum productivity.
Able to assist with the development of strategic and corporate plans for the Ministry of Finance.
Excellent written and verbal communication in English and Arabic language.
