Plan international has opened an office in Somaliland and is in the process of starting programmes that focuses on child protection, education and youth economic empowerment programming, working with/through partners and providing technical support to INGOs, Somaliland NGOs and the Government of Somaliland in Plan’s areas of expertise.
The Grant and Partnership Manager will play a crucial role in supporting Plan International Somaliland is consolidating its position as a partner of choice, working collaboratively at multiple levels with civil society, government and the private sector. The GP Manager is responsible for leading and guiding Plan International Somaliland in designing and building strategic partnership with civil society organizations, at district, regional and national levels. Grants and Partnership Manager is also responsible for leading and ensuring quality programs/projects design, development and reporting efforts and the relations with the partners.
DIMENSIONS OF THE ROLE
This post reports to the Head of Mission at Country Office. The position is mainly at national and local levels, with strong interaction at Program Unit level, as well as occasional regional and international relationships. It requires a strong interpersonal professional working relationships with local/national organizations, government officials, other professionals, other stakeholders (both state and non-state actors) to strengthen partnership practices.
ACCOUNTABILITIES
Strategy, Design and relationship building
Advices and guide the Head of Mission in ensuring that the Country Strategy is align with new trends on civil society strengthening. Keeps the Head of Mission up to date on new legislation on civil society, including NGO Law.
Develop strategies, guidelines and tools on CSOs strengthening, partnership management and support teams effectively to ensure that partners work in adherence with Plan Global standards.
Work closely with the Business Development Unit and develop concept notes and proposals for various funding opportunities in line with the Country Strategy.
Ensures that Plan maintains a high level engagement with key relevant networks and institutions and advice Head of Mission and National Programme Team on potential strategic partnerships.
Develop and maintain functional relationships with Plan International Somaliland partners that support delivery of project plans and attainment of long term strategic relationships.
Develop and manage specific tools to guide sub-granting processes to the partners.
Coordinate Partnership management processes
Support the processes of partnerships (consortium, subbing and alliance) within the organization through providing support to the staff at all levels.
Coordinate and provide technical guidance in identification and conducting due diligence assessment with suitable partner organisations for programme implementation.
Manages the national partnership database with regular updates on partnerships.
In coordination with the Head of Mission and programme team develop partnership agreements and ensure they are properly reviewed and approved by relevant parties.
Ensures that partners have a clear and realistic disbursement schedule and work with Finance and Program team to avoid late disbursement.
Advice the Head of Mission, Programme Unit Team and Project Managers/coordinators in managing the partner relationships according to Plan Global Standards.
Ensure proper visibility of Plan International Somaliland and partners in all project interventions.
Support Project Managers/Coordinators in conducting programme support supervision of the implementing partners to monitor and review programme implementation.
Prepare and submit relevant progress, technical and quarterly field visit reports to the relevant stakeholders.
Support to ensure adequate and appropriate control measures are in place and effectively implemented to address partnership risks.
Ensure that Plan International Somaliland’s policies, standards and Guidelines including Child Protection Policy, Anti-fraud, Anti-Bribery and corruption Policy and Gender Equality are adhered to by the partners. Manage the controls in place to mitigate the risk on working with partners.
Capacity Building
Mentor Plan staff at all levels to ensure they understand Partnership Principles and Plan’s vision in terms of civil society strengthening.
Assess the capacity of partners and develops capacity building plans for the partners.
Coordinate and support implementation of capacity development plans and CSOs strengthening efforts as part of the project deliverables.
Identify resource people and organizations to deliver relevant trainings for partners.
Monitors the progress on capacity development for partners.
Research, Evaluation and Reporting
Keep abreast of the new approaches and trends in civil society strengthening and engagement at district and national level to optimize Plan Somaliland CSOs Strengthening and Partnership programming.
Contribute in evaluation designing and process wherever required.
Use research, evaluation and reviews findings (internal and external) for the enrichment of programme design and quality.
Review project/program report and provide input and write quarterly and annual country program progress report.
On an ongoing basis, work with the Monitoring, Evaluation Research and Programme teams to document ‘best practices’ and ‘lessons learned’ on partnerships in Plan in Somaliland programmes and disseminate these among staff and partners.
Propose research initiatives on civil society strengthening.
Advocacy, Networking and Representation
Ensure advocacy on civil society strengthening and engagement at different government levels and at civil society actors in wider context.
Support in advocacy efforts by Plan and other actors to address issues of CSOs are addressed and an enabling environment is created for CSOs.
Engagement of CSOs and capacity building interventions for key stakeholders for sharing Plan’s approaches and work with wider sector.
Networking and coordination with other like-minded organizations, networks, alliances and forums for advocacy, CSO capacity building and partnerships development.
To represents Plan in various forums and networks and build relationship with government and nongovernment institutions at district, regional and provincial level for effective sharing of learning’s and complementation of technical and financial resources.
Programme Integration
Coordinate with cross-cutting and programme themes and ensure integration of civil society strengthening and partnerships standards within broader programme thematic areas and Plan International’s Programme and Influence Approach.
Facilitate partners in program integration and building synergy with Plan’s programmes.
Ensure and contribute in programme integration at all levels
Grants Management:
Lead development of grant management system in accordance with Plan’s system
Review the grant documents and advise the senior management on donor compliance, policies, and procedures as relevant and required.
Lead the development of all grant reports, narrative and financial and share with the relevant bodies 72 hours before deadlines.
Clear understanding of Plan processes and key donor requirements, and support teams in the Country Office to ensure all opportunities, proposals, contracts and amendments follow Plan processes.
Ensure that all appropriate donor formats are available in-country and staff have a clear understanding of donor requirements/expectations throughout the grant cycle.
Complying with donor contractual requirements as stipulated in the Funding Approval Document (FAD)
Ensure potential issues and amendment requests are flagged promptly to the Head of Mission.
Ensure all records in system are an accurate reflection of current grants status at all times, and have all required documentation attached.
Review all final reports before submission to the donor.
Co-ordinate the development of fully costed budgets for grants and contracts proposals.
Co-ordinate with respective budget holders in order to ensure budgets are correctly allocated and aligned.
Perform other duties and assignments as required by the direct supervisor
Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
KEY RELATIONSHIPS
Close collaboration and interdependence with the Programme Team and Resource Mobilization Unit at CO level, and other support departments (Finance, Admin, Risk Management, HR)
Regular working relationship with the MH, PU teams, especially PC/PM and PUMs.
Communications Department to ensure proper visibility and compliance to branding.
Local, national and international Civil Society Organizations, Government institutions and UN agencies to ensure Plan’s work is well linked to other initiatives.
Plan Federation: other COs, Regional Offices, National Offices and IH.
TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Essential
Bachelor’s degree in business, finance, accounting or international development
A minimum of five years of experience in setting and managing partnerships, including: project management, advocacy, network and coalition building, capacity building of civil society organizations.
Experience building the capacity of local organizations and knowledge of capacity development methodologies.
Vast knowledge and experience in grants, sub-contracting grant mechanisms preferably in donor-funded programs in the human rights sector
Demonstrated knowledge of multi-donor reporting regulations and reporting requirements.
Demonstrated knowledge and understanding of relevant CSO networks and organizations in Somaliland.
Proven ability to collaborate and form alliances both within civil society and between civil society and the private sector, professional associations, religious communities and government at local and national levels.
Experience in supporting CSOs, including capacity building and understanding the characteristics of CSOs at different levels.
Desirable
Experience with any recognised grants management system, knowledge of SAP will be desirable
