The Country Office in Somalia/Somaliland is currently recruiting for a
HR Assistant
Somaliland Nationals
Fulltime/ 40 hours a week
Based in Hargeisa,Somaliland with frequency travel to the field
Shaping a stronger Oxfam for people living in poverty.
Job Purpose 
The main purpose of this position is to provide support to all aspects of Human Resources (HR) of Oxfam Somalia/Somaliland Office. Under the supervision of the HR Manager, the HR Assistant will be responsible for the provision of efficient, quality and timely HR support.
Key Responsibilities and Accountabilities:

Records Management

Create, Organize and maintain all relevant personnel records/ files, documentation of various HR functions and files and ensure that they are properly kept in a secured manner and are easily accessible/ retrieval.
Maintain staff leave record and sharing on monthly basis
Follow up and maintain performance management and mandatory training related database of staff e.g. security, safeguarding etc.…
Make necessary follow ups with staff on any missing document including timesheets per month and maintain soft copy of checklists for each staff for monthly follow-ups.

Recruitment & Selection

Support HR Manager and line managers in recruitments: job posting, Coordinate with candidate for interviews and testing, arranging folders, venue, conducts reference checks etc.
Support in drafting employment contracts and other letters for review by HR Manager and eventual sign off.
Offer support to program staff in the recruitment of casual staff in line with Oxfam policy.
Facilitate completion of new hire forms by new staff and their enrolment into Oxfam benefits programs (Medical Insurance, GPA, etc.).
Support in coordinating onboarding and induction sessions for new hires.Support in arranging work station,
Assist to administer written tests to candidates, collecting the same after completion and passing it to the relevant personnel for marking.

Any other duties as assigned

Conduct HR Administrative tasks as may be assigned from time to time.

Requirements

Bachelor’s degree in Business Administration, Human Resources, Social Sciences or related field.
Minimum of one (1) year work experience in a busy HR department.
Previous NGO work experience will be an added advantage.
The ideal candidate should have a proven ability to handle challenging work load.
Demonstrated skills in human resources management.
