HUMAN RESOURCE & ADMINISTRATION ASSISTANT

Background: 
DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.
Overall purpose of the role:
Supports HR & Admin Officer in the preparation of HR tasks and maintenance of staff information. Works within the HR & administration procedures of DRC and in compliance with all national acts and legislation.
Responsibilities:
Administration

Ensures that all office systems and equipment (power, water, telephone, photocopier, printer, etc.) are in good working order. Responsible for necessary repairs & maintenance in a timely manner in coordination with the Logistics staff.
Ensures receipt of monthly office and guesthouse utilities and submit to finance for processing; updates invoice tracking sheet on regular basis.
Administer the collation of performance management documentation.
Ensures exit clearance is carried out for exiting staff in timely manner.
Support staff development activities including promoting the DRC Learning Catalogue.
Responsible for office supplies.
Manage all contract arrangements with lessors and ensuring that contractual obligations are adhered to.
Establish central mail recording system and filing system.
Ensures that DRC staff have Identification cards (ID) with the period of validity in accordance with the standard template.
Ensures memos from Area Manager are announced and distributed in a timely manner.
Collaborate with HR & Admin Officer in organizing workshops, meetings and other events at location including arrangements of venue, refreshments, stationaries and other requirements.
Coordinate requests of office conference room for trainings, workshops and meetings.
Coordinate accommodation in Guest House and/or hotel.
Assist in administrative enquiries from visitors.
Assist with taking minutes of events (as required).
Drafting and sending Service Contract to the Casual Labors

HR

Responsible for ensuring personnel files are accurate, complete and up to date.
Follow up on Leave plans and requests.
Follow up staff signed timesheets and file them before deadline.
Update staff contact list on regular basis.
Brief staff on policies and procedures relating to official travel, provide guidance on proper completion of travel related forms and assist to queries related to travel claims.
Assist the HR & Admin Officer in the recruitment process.
Ensure that vacancy adverts are announced in time and according to the recruitment authorization.
Distribute information about open vacancies to all staff and announce on local notice board in a timely manner.
Ensure all signed contractual documents are filed with necessary annexes attached.
Prepare orientation schedule for new staff; both international and national staff.

The responsibilities listed are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.
Qualifications:
Experience and technical competencies

Minimum 2 year’s relevant work experience in field of Human Resources and Administration in an INGO.
Advanced English proficiency.
Fluency in local spoken language.
Self-motivated, proactive and able to accomplish set deadlines.

Desirable:

Hands-on experience/skills in MS Office applications
Previous work experience in Somalia.

Availability:       December 2018
Duty station:      Baidoa
Reporting to:      Human Resource Team Leader
Duration:           1-year contract.
Contract:           This position is graded as G6 for qualified national staff and the terms of employment will be in accordance with DRC terms for national staff.
