Overall Job Purpose
The ICT Specialist administers and organizes ICT systems and services in the project. S/he assists the project manager in designing and installing ICT infrastructure, in developing ICT solutions and in providing support to users of ICT devices.
Roles and Responsibilities of this Position

Ensures all ICT infrastructure is functional
Ensures ICT inventory is updated regularly and maintains adequate stock levels
Drafts and updates technical documentation and SOP for IT infrastructure
Ensures that ICT policies and procedures are implemented and followed; trains users (medical staff, managers, technicians, etc.) on this
Briefs, advises and trains end-users on the technical use of ALMANACH, EWARN, DHIS2, Nutrition, Imprest; organizes a helpdesk for end users
Analyzes requirements for further development of applications’ functionality, user interface, data visualization and interoperability with other relevant information systems
Analyzes access requirements for various user profiles and manages access
Sets requirements for mobile devices (tablets, smartphones, etc.)
Ensures backup of data

Minimum Requirements:
·         Bachelor’s degree or equivalent in IT, electronics, computer science or similar field; qualifications in health data management is a strong asset
·         Minimum 3 years’ experience in a similar position working in health-related projects
·         Familiarity with Clinical Decision Support Systems (CDSS), their operation and handling
·         Good knowledge of Health Management Information System (HMIS), ideally including DHIS2
·         Experience in documenting required bug fixes and application’s enhancements
·         Basic understanding of data protection and information security
·         Experience in customers IT support and troubleshooting
·         Experience in preparing and following Standard Operating Procedures
·         Fluent written and spoken command of English and Somali

Language Requirement:
Demonstrate proficiency in Somali and English languages
