The Somaliland Development Fund – Phase 2 (SDF2) covers the period 2018-2023. SDF2 is conceived as an inclusive economic development programme. It supports the GoSL in delivering infrastructure that is relevant for inclusive economic development. It focuses on sustainable investments that spur job creation and fast growth, while at the same time laying the foundation for long-term resilience and development, leading to a more stable and peaceful Somaliland. SDF2’s support is fully aligned with government priorities as defined in the National Development Plan 2 (NDP2) 2017-2021 and reflect the priorities set out in Somaliland Vision 2030.
The SDF has allocated funds to the Ministry of Agriculture Development for the implementation of Sustainable Land Management Project activities. The proposed project is a scaling up of SDF1 soil and water conservation project at Maroodijeex Upper catchment. The project will now be extended to Durdur Ad Catchment, in Awdal region. The projects contains four major components, capacity development component for MoAD, community engagement, construction of soil and water structures, promotion of agricultural best practices and completion and operationalisation of Aburin Dryland Agriculture Research Centre.
The SDF Secretariat is therefore seeking the services of a Long-Term Technical Advisor (LTA) to advise, support the Project Management Team of MoAD on various technical matters to ensure the effective and efficient implementation of the project on a day to day basis. The Project is expected to commence in February 2020 for a duration of 3.5 years. Please note that the awarding of the contract is subject to the condition of final approval of the Project by the SDF Joint Steering Committee. If the precedent condition is not met, the SDF Secretariat will either abandon the procurement or cancel the award procedure without the candidates or tenderers being entitled to claim any compensation.
Required Qualifications, Skills and Experience
Qualifications and skills

At least a bachelor’s degree in soil and water management or Science of Agricultural Engineering.

Master’s degree in Agriculture, Range Management and Natural Resources, agro-eco-nomics.
Proven understanding of the Project Cycle Management;
Demonstrated excellent command of spoken and written English. Fluency in Somali will be an added advantage;
Proven facilitation, analytical and report writing skills;

Proven interpersonal and diplomatic skills;

General professional experience

Minimum of 12 years’ experience working in senior level in project management;
Proven experience in Project Management skills including financial and physical pro-gress monitoring and reporting;
Minimum 5 years of demonstrated experience with public sector clients;
Minimum 10 years Demonstrated experience with donor-funded projects;
Proven understanding of conflict sensitivity and gender and social inclusion program-ming.
Proven experience of delivering Value for Money projects; and
Specific work experience in Somalia or Somaliland would be an added advantage but not a requirement.

Specific professional experience

Demonstrated experience (minimum of 10 years) in a supervisory role in the imple-mentation of Sustainable Land Management including Social and water conservation, improved farming practices, and dryland agricultural research;
Proven experience in managing at least five (5) soil and water conservation projects;
Managed at least three (3) similar soil and water conservations projects in the last 5 years is a requirement;
Proven capacity to supervise, train and coach teams.
Proven understanding and demonstrated application of Project Cycle Management (PCM), Logical Framework Approach (LFA), Theory of Change (ToC), Procurement Planning, and Financial Management;
Demonstrated understanding of the contribution of the agriculture sub-sector to the economic development;
Demonstrated ability to work collaboratively and effectively within a cross-functional team, fast-paced, and deadline-driven environment.
