About NIEC

National Independent Electoral Commission (NIEC) Constitute a Commission which is established on Article 111G of the provisional constitution of the Federal Republic of Somalia, its mandate is organizing, conducting, and monitoring elections of districts, regional, national, Public referendum and regulating and monitoring Political Parties.
Purpose of the Job
Under the supervision of the NIEC State Head of Field Office, the NIEC Field Office Logistics-Operations Officer will be based in Kismayo- Jubbaland state.
Operationalization and maintenance of NIEC state premises:

In coordination with the Head of Field Office, identify, establish and furbish NIEC field office premises, including offices and warehouses;
Oversee and ensure the upkeep and running of NIEC premises and infrastructures, including repairs, power supply and repairs of offices, warehouses and operational sites including voter registration sites and polling centers and offices;
In coordination with the Head of Field Office, plan, supervise, manage and implement effective procurement of local equipment, materials and services for the Field Office and electoral operations in accordance with NIEC procurement rules and procedures when required;

Planning, coordination, implementation and reporting:

Provide logistic and operational support to the NIEC voter registration center mapping, voter registration and polling center teams involved in electoral operations;
Provide logistic and operational inputs and support for state electoral security plan;
Plan, coordinate, implement, support and monitor and report on the various local logistics plans (mapping of electoral site, voter registration, candidate

registration, elections day voting, deployment and retrieval) including deployment and retrieval of electoral personnel, equipment and materials;

Liaise and coordinate logistic and operations plans with national, state and international partners;
Draft regular reports on operations and logistics for the Head of the Field Office and NIEC sections when relevant.


Ensure the liaison between State NIEC and HQ NIEC logistics and procurement units to ensure a seamless receipt and further delivery of electoral equipment, materials and support contracts;
Provide regular logistics and operations reports to the Head of Field Office;

Assets & warehouse Management:

Plan, coordinate, manage and maintain operational NIEC Field Office transport fleet;
Manage state NIEC warehouses and stocks including equipment, materials and office supplies;
Train, supervise, and manage NIEC Assets and Warehouse staff on NIEC logistics procedures, standard operating procedures and guidelines, including the implementation of the Asset Tracking System (ATS) database adopted by the NIEC;
Ensure that the State NIEC’s Logistics – Operations Asset Management and

Warehouse Units adopts all Government of Somalia’s Public Procurement,
Concessions and Disposal (PPCD) rules and procedures in the accurate delivery and receipt of goods, asset management reporting, internal control systems, storage of all assets dependent on value, issuing of assets and disposal of assets;

Maintain, regularly update and report on NIEC FO inventory of assets;
Plan and conduct State regular physical and random warehouse inventory checks;
Train relevant temporary NIEC staff on the warehouse management and handling of electoral materials (generic and sensitive) throughout the cycle.
Ensure adherence to the distribution, inventory, retrieval and management of supplies and equipment;

Academic Qualification

Bachelor degree in Business Administration, Supply and Procurement, Logistics, Management, Economics from recognised academic institution

Work experience
4 years’ experience in the areas of field operations, Planning, Coordination, logistics and procurement
Knowledge and skills

Computer literacy

Knowledge of relevant legislations
Information management

Electoral Matters
Organization skills
Excellent oral and written in communication in Somali and English
