NRC in Somalia
NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences; Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).
NRC Somalia is part of NRC’s East Africa and Yemen regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across seven countries (Kenya, Somalia, Ethiopia, Djibouti, Yemen, Eritrea, South Sudan, Uganda and Tanzania). NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination.
To oversee the overall design and implementation of monitoring and evaluation (M&E) systems and procedures and ensure that all aspects of the NRC South and Central Area Program M& system are adhered to.

Duties and responsibilities
Responsible for receiving complaints, coordinating the process of resolving the complaint, giving response to the complainant, and compiling reports on the CRFM. He will create periodic summary reports (minimum quarterly) on these records from the database and share the report with the SC field Management team and M&E.
Work closely with the program teams to document the projects inputs, outputs, outcomes and impacts (e.g. need assessments, beneficiaries profiling, baseline survey, activity follow-up and monitoring, impact survey, project evaluation) and ensure full compliance with the NRC M&E Framework
Receive and record information (Complaints, Feedback or Suggestions)
In coordination with the M&E staff and Head of Office, escalate complaints to the relevant person (head of department) and together formulate a response plan.
Give feedback to the complainants on the progress of addressing their complaints.
Ensure that all complaints are followed through to conclusion and the process documented.
Address beneficiary Complaints promptly in order of urgency be aware of any target timelines for resolving complaints.
Identify sources of data, collection methods and resources needed and related beneficiary complaints. Highlight any trends or other issues that should be raised to senior management based on the
information received through the CFRM.
Provide appropriate and facilitate administrative follow-up actions to ensure effective application of Complaint Response Feedback and Mechanism and reporting tools.
Assist in the establishment and management of a CRFM database and monitoring system for Bay and Bakool NRC programs.
Produce bi weekly reports on the CRFM and its progress.
Carry out field visits and identify challenges and inconsistencies relevant to monitoring exercises. Build and maintain good working relations with NRC staff.
In charge of maintaining and updating the Monitoring and Evaluation database, ensuring correct and swift data processing entry.
Ensure accurate data collection, data entry and upload as well as basic analysis of information. Support in note-taking at FGDs/interviews and transcribing any recordings.
Ensure timely reporting on monitoring activities in line with work plans and project timeline. Actively participate to project implementation & internal and external meetings.
Assist with the record of the GPS coordinates of program activities.
Assist with the productions of maps & other geographic information products.
Prepare daily/weekly field visit schedule of monitoring and evaluation related to activities. Carry out any other relevant tasks to the position as requested by the line supervisor.
Qualifications
University degree preferably in social sciences, international relations and/or development or other relevant discipline.
Minimum 5 years of relevant experience within the humanitarian field
Minimum 3 years of relevant working experience in M&E design and implementation. At least 3 years experience in field project review, projects reporting and evaluation. Experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities Fluency in English, both written and verbal
Excellent interpersonal, written and verbal communication skills.
Strong analysis skills (qualitative and quantitative) and strong reporting skills.
Experience in training and capacity building in M&E mechanisms at various project levels Good understanding of various donors’ requirements
Experience in designing and leading on specific development research projects Experience working with statistical computer software packages
Project design and management skills
Goal oriented with ability to work under pressure, independently and with limited supervision.
