Health Poverty Action (HPA) formerly Known as Health Unlimited works with some of the poorest and most marginalized communities in Africa, Asia and Latin America, often in very difficult environments. HPA Somaliland Programme and under the Health Consortium for the Somali People funded by DFID through the consortium lead, PSI, is currently implementing the Ministry of Health Development’s Essential Package for Health Services (EPHS) with distinct focus on Maternal and Child Health outcomes in Sahil region through the Community Health and Nutrition through Governance and Empowerment (CHANGE) Programme.
HPA Somaliland seeks to recruit a competent and dynamic professional for the position of Monitoring, Evaluation, Accountability and Learning (MEAL) Officer. The position is based in HPA Berbera office with frequent travel to project sites within the Sahil region. The post holder will report to the Programme Manager and responsible for the Monitoring, Evaluation, Data capture and analysis, Documentation, Reporting and Learning needs of the Community Health and Nutrition through Governance and Empowerment (CHANGE) Programme.

Main Areas of Responsibilities and description of tasks:
The Monitoring, Evaluation, Accountability and Learning (MEAL) officer develops tools for capturing data, manages information and reporting processes and products to ensure high quality and most reliable communication about CHANGE and other programmatic activities and results. The MEAL officer is fully responsible and play key role in improving data quality, management of information and knowledge, and share information and learnings across the organization and with project partners and donors on regular basis.
To lead on, develop and support, the effective monitoring, evaluation and reporting on all projects
and programmes in Sahil, Somaliland. This includes supporting project reporting, database management, conduct support supervision, regular activity monitoring, and evaluation
Specific Functions of Post:
The post holder is expected to perform key responsibilities within HPA’s vision, mission, strategies and policies and reflecting HPA’s values.
Improve and maintain data management systems, recording, analysing and maintaining data accurately and effectively in a timely manner.
Design and roll out of MEAL framework, tools for use across the CHANGE programme and for individual projects within Sahil Region
Provide quantitative and qualitative data including case studies, success stories, to programme team for report writing monthly, quarterly and annually as required;
Support programme development and reporting, using accurate information from both field level surveys and Management Information Systems (MIS) including DHIS 2, LMIS, etc
Support and train colleagues in order to mainstream MEAL as a core programme function
Liaising with the MEAL section/HMIS and LMIS regional and national focal persons of the Ministry of Health Development (MoHD)
Support the radio and communications team to gather information for, and assisting in the production of case studies, human interest stories and other documentation of field level activities as may be relevant
Undertake frequent visits to the field to carry out data collection, supervision, monitoring and evaluation activities with communities, local partners and other stakeholders including PSI, MoHD.
Willingness to travel throughout Somaliland (urban and rural Sahil) and within the region as may be needed
Conduct field based surveys and MEAL activities throughout HPA’s programme area in liaison with the Regional M & E Officer
Provide support in project baseline, mid-term review, and final evaluation and work with external and in house technical officers and consultants as required.
Other reasonable tasks as assigned by Sahil Program Manager and work closely with the Regional Monitoring and Evaluation officer based in Nairobi
At least Bachelor’s Degree in related Discipline from a recognised University/Tertiary Institution
At least three years proven experience of:
Use of MEAL methods and approaches (including quantitative, qualitative and participatory processes);
Design, planning and implementation of MEAL systems;
Training in MEAL development and implementation;
Information analysis and report writing skills in both English and Somali language
An understanding of logical frameworks, M&E tools and techniques
IT skills including – Microsoft Excel, Microsoft Access Word, Power point
Software skills-SPSS, EPI info
Commitment to meeting deadlines
