National integrity Consultant
The National Integrity consultant will be the ministry’s focal point on integrity matters and will directly report to the Director General of the Ministry of justice (MoJ) or any other relevant person the DG may designate to him i.e. senior technical staffs at the ministry. It is envisaged that project initiation plan will be implemented for the period of 4 months by MoJ in conjunction with UNDP. All activities will be complementary to engagement with government, private sector and civil society actors within the framework of other projects in Somalia. The project will furthermore be coordinated with regional and global activities.  The National Integrity Consultant will work with the anti-corruption coordination unit that is responsible for drafting national anti-corruption strategy and the soon to be formed anti-corruption commission to establish working groups to address and oversee specific projects under the project initiation plan (PIP) which is there towards supporting Somali integrity system.
TERMS OF REFERENCE (ToR)
The national integrity consultant should Provide advice to the ministry and the government in general on integrity related issues by performing the following activities but not limited to any specific mandates only;

Provide Policy related issues to the Somalia integrity Code for the Responsible Conduct of both government and private practices, including the development of new policies or changes to existing policies on Somalia’s integrity system. The policy will help the anti-corruption commission/ Unit to focus on a long-term plan for mapping Somalia’s integrity system.
Guide the integrity coordinator in the provision of optimal planning, implementation and monitoring of stakeholder awareness and training programs and other resources on the integrity Code, related government policies and procedures, and relevant codes and guidelines on the responsible conduct of research.
Support the national integrity coordinator in the organization of a National Integrity Seminar, as a follow-up to the first anti-corruption conference in December 2017 in Garowe, Puntland. The seminar will invite the stakeholders in the field of corruption to debate the following specific subjects:

a. The legal and regulatory environment

b. The operational challenges and opportunities
c. The national and international network

Network establishment – Based on the contacts in the first three activities, the national integrity Consultant will support the establishment of a more permanent network of actors in the field of the integrity system. This may involve the establishment of institutional arrangements, virtual networking (e.g. an internet platform) and other means to bring actors in contact and possibly collaboration.
Awareness raising
The national integrity Consultant will initiate, together with the integrity coordinator, series of awareness raising on integrity and anti-corruption through induction seminars/workshops. The members of the community will be familiarized with different opportunities for action, such as the conduct of integrity risk (self-) assessments, the adoption and implementation of transparency plans for individual businesses, or the institutionalization of a certification scheme. Focus will be on the engagement with women in business and the diaspora community. Moreover, the national integrity Consultant will identify non-governmental organizations in different fields of integrity work with view to establishing long-term partnerships and developing joint strategies that could include annual events, such as an awarding ceremony, or specific awareness campaigns, among others.
Monitor institutional compliance with relevant legislation, codes and guidelines governing integrity and ethics by providing annual/quarterly report on the progress and achievement of the national integrity process by highlighting key challenges and opportunities in place for the country. Also publish statements of compliance and reports summarizing performance of the government against the requirements of the anti-corruption act
Provide advice to top ministry officials i.e. Minister, Assistant Minister, PS and DG on matters relating to integrity and ethics and represent the ministry in all activities within or outside the country touching on integrity matters.
Conduct training for all civil servants in respective ministries on the importance of good governance and ethics, and to discourage activities deemed to jeopardize the success of Somalia’s national anti-corruption strategy.
Perform any other activity mandated by the ministry officials
