Role Purpose:
Role is responsible for leadership and support to all area offices in relation to the standardization and use of all SCI supply chain systems/processes towards the achievement of an efficient, accountable  and compliant supply chain for the country office.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

CHILD SAFEGUARDING:

SCOPE OF ROLE:

Procurement budget Responsibilities:N/A
Role Dimensions: The role facilitates adoption and use of SCI supply chain systems / processes by the country, area and field offices. This involves working closely with the SCI Somalia departments – IT, Finance, Administration, Program operations, Compliance, Awards and Audit – at country, area and field office levels; SCI East and Southern Africa Regional office,  SCI partners / consortium members; consultants; contractors and suppliers.

KEY AREAS OF ACCOUNTABILITY :
The Supply chain coordinatorwill be based in Somalia and will support the  Puntland, Somaliland, Southern states area / field offices and the country office in the standardization and use of all SCI supply chain processes and systems – across all the main supply functions of Procurement, Transport, Warehousing, Distribution, Asset and Fleet management.
The Suppy Chain Coordinator acts as a crucial component in the SCI Supply Chain team which aims to deliver quality goods and services acrossall area and field offices
Key areas of accountability :
Strategy and Planning
·         Contribute to the development of the sourcing elements of the Procurement strategy and implement agreed sourcing approaches within the country
·         Be the country champion of the Sourcing Best Practice Initiative to ensure effective use of global resources for sourcing.
Procurement
S/he will support / facilitate :
·         Develop a rolling Sourcing Pipeline alongside the Naitonal Supply Chain Manager and Supply Chain Director.
·         Liaise with stakeholders both internal and external to continually review the internal and external environments and identify opportunities to add value to our operations through effective sourcing.
·         Develop sourcing approaches to meet programme supply needs based on plans, procedures and requests received
·         Plan and implement complex sourcing processes, ie. formal quotations and tenders, to ensure optimal sourcing outcomes
·         Ensure all appropriate due diligence checks and risk assessments are carried out in line with organisational policy
·         Track and deliver financial benefits as an outcome from the sourcing activities, completing benefits approval forms and tracking country financial benefits performance across the entire country spend.
·         Make suppliers aware of Save the Children values, policies and procedures and their need to comply as part of agreements.
·         Ensure we only work with vetted, high quality suppliers that comply with Save the Children, Legislative and donor requirements.
 
Transport
S/he will support / facilitate :
·         Formalisation of thetransport planning / schedulingprocesses
·         Development of tools for transport costing and budgeting
·         Standardization of shipping instructions and tracking of shipments in transit
·         Development of pre-dispatch and dispatch SOPs
Warehousing, Asset and Fleet management
S/he will support / facilitate :
·         Development  / updating of Warehousing and Inventory management SOPs
·         User support / training for the Total inventory management (TIM) system
·         Roll out and user support for online asset management system
·         Support to field office fleet management – SOPs, trainings
Reporting
S/he will support / facilitate :
·         Field office routine supply chain data capture and reporting
·         Key Performance Indicators (KPI) reporting and monitoring
·         Preparation of Periodic and adhocsupply chain reports
Partner / consortium operations support
·         Lead the adaptation of SCI supply chain processes and systems to facilitate service/supplies to partners / consortium members
·         Support partners / consortium members to access services / supplies from SCI supply chain
Continuous improvement
·         Assess SCI processes and identity opportunities for improvement / innovation
·         Lead implementation of improvement interventions
·         Develop and track implementation of supply chain improvement plans
·         Convene and lead periodic supply chain performance review meetings
·         Conduct performance reviews and build capacity of the Supply Chain Officers/Assistants/ Interns, ensuring clear work plans are in place and that personal objectives are established with regular feedback and support provided
·         Develop strong relationships with field office programmes to support them in improving their Supply Chain practices and review all Procurement Plans together with the Supply Chain  Manager/ Supply Chain Director
Performance Management
·         Produce management information reports on a monthly and quarterly basis, including data analysis and recommendations on improving the efficiency of sourcing services
·         Support the Supply Chain Manager and Director in monitoring the Supply Chain function performance against KPIs and targets, developing and implementing the necessary corrective actions to improve performance.
·         Ensuring all financial benefits from sourcing are documented
Governance
·         Promote and ensure compliance to our Supply Chain Manual, Policy,  Procedures and quality standards
·         Set a strong tone from the top that fraud is unacceptable

QUALIFICATIONS
1.     First degree in procurement / logistics / Supply chain management, and
2.     Diploma or higher qualification in Procurement & Supply from the Chartered Institute of Procurement & Supply (CIPS UK) or comparable professional body.
3.     Strong preference for candidates with both qualifications.

Essential:
1.     Overfive years experience in humanitarian logistics / supply chain management
2.     Substantial experience in all technical areas of logistics / supply chain operations including procurement, transport, distribution, warehousing and stock management, fleet management and asset management
3.     Excellent analytical skills and ability to use basic analysis tools like Excel ©
4.     Wide experience in supply chain process automation and systems development
5.     Remote support to supply chain operations across multiple field offices
6.     Ability to build effective working relationships quickly with a wide range of people, both internally and externally
7.     Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities.
8.     Strong communication skills – written and spoken English
9.     Working in multicultural teams
10.  Willingness and ability to travel to Somalia / Somaliland
Desirable
