Purpose
This position of Policy and performance management Director will manage the departments usually Provides technical support and professional guidance to staff and head of department  on issues relating to policy and performance management in the Statehouse within the legal and constitutional parameters.
This Division will also be responsible for maintaining of the physical environment, ensuring developing, and implementing the Policy and Performance Management.
It will also provide excellent performance management appraisal for development in effective and efficient manner the statehouse can utilize in the best way possible.
Duties and Responsibilities

Ensures appropriate policy performance parameters and Programs delivery and performance monitoring plans including corporate indicators, monitoring procedures, and assessment guidelines are developed and implemented
Monitors Statehouse development policy, pronouncements, and facilitates the Statehouse of internal policy meetings to discuss implications.
Oversees the development and implementation of an M&E system to track the implementation and performance of the various departments against statehouse objectives and prepares policy performance reports.
Oversees the development and implementation of Statehouse core competencies and key performance measures into performance appraisal system.
Analyzes and reports on measurement results.
Provides ongoing oversight and support to ensure that performance measures are being used to effectively manage operations, identify and manage risks.
Develops and conduct training to Statehouse management staff on the Policy and Performance Management appraisal system.
Monitors and evaluates the performance of all units and staff and identifies performance gaps and introduces measures to address shortcomings and challenges
Sets goals, objectives and performance targets for all staff of the statehouse.
Accepts and fulfills any additional assignments as deemed necessary by the state house authorities.

Qualifications and Experience

Bachelor’s degree in Business administration ,Human Resource Management and public administration or related disciplines.
3 years of relevant experience in the field of Administration, HR, more preferably.

Knowledge

Sound knowledge of computer literacy such as Microsoft Word, Excel, Access, PowerPoint Presenrtation is required.
Good knowledge of Management; planning, organizing, Directing and controlling skills
Good understanding of gender issues and rights based approaches
Knowledge of Budget Preparation and execution and Accounting Softwares

Competence

Excellent communication, planning, supervisory and interpersonal skills that will enable the identification of opportunities to establish effective strategic relationships between one’s area and others to achieve GSS objectives.
Clearly conveying information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain their message.
Ability to create and maintain a working environment that will promote value and respect diversity in the implementation process.
Possesses high level political, analytical, policy and management skills.
The ability to provide leadership, direction and motivation to the Ministry of education
High standards of ethical behavior and integrity and aability to identify, analyse and solve complex issues
Excellent written and verbal communication in English and Somali languages.
