The Service Provider is referred to as “You” throughout this Agreement which includes your representatives and authorised sub contractors. Where this agreementplaces an obligation on you, you agree to procure that your representatives and authorised sub contractors (if any) also comply.
This Agreement is between TelesomCompany,Hargeisa, downtown, Somalilandand Oxfam Novib, Ahmed Dhagah District, West of Hargeisa Club, Hargeisa , Somaliland. All references to Oxfam include its group companies and where specified in this contract or annexes other Oxfam entities who are members of Oxfam International.
1.            Interpretation
In this Agreement:
1.1          ‘AGREEMENT’ means this agreement for the supply of goods and/or services.
1.2          ‘DELIVERY ADDRESS’ means the address stated on the Order.
1.3          ‘ETHICAL AND ENVIRONMENTAL POLICY’ means Oxfam’s Ethical and Environmental Policy set out in Appendix2.
1.4          ‘GOODS’ means tangible products or materials (including any instalment of the goods or any part of them) described in the Order.
1.5          ‘INCOTERM’ means International Commercial Terms, the trade terms published by the International Chamber of Commerce (ICC).
1.6          ‘ORDER’ means the instructions to disburse the amount to beneficiary, issued by Oxfam to the service providers.
1.7          ‘PRICE’ means the price of the Goods and/or the fee for the Services.
1.8          ‘SUPPLIER’ means the supplier of the Goods and/ or Services as set out in the particulars.
1.9          ‘SERVICES’ means services described in the contract terms and instructions (in Appendix 1-2and as Appendix to be attached“fund disbursement for beneficiaries”), that are not Goods.
1.10       ‘SPECIFICATION’ means any plans, designs, patterns, drawings, data, technical requirements or any other information relating to the Goods and/ or services that is agreed between Oxfam and the Supplier.
2.            Basis of Purchase of services and Duration
2.1          Telesom Company agree to provide to Oxfam Novib services facilitating the registration distribution ofelectronic (mobile) cash transfer funds(ZAAD services) to 1516HHaffected by the drought and as part of Oxfam Drought Response Project in the targeted areas of Sool and Sanaag Region, asset out in Contract terms,Appendix 1 and in Appendix to be attached “fund disbursement for beneficiaries”
2.2          This Agreement is starting from 24rdApril2019and ending on 23rdAugust 2019, unless this Agreement is terminated early in accordance with this Agreement, or is extended upon mutual agreement of both parties.
3.            Specifications
3.1          The total amount for cash transfers covered under this agreement is total:295,620USD (two hundred ninety five thousand six hundred twentydollars)which will be distributed to total 1516HH number of beneficiary @ 3 rounds with per round:
i)              @ USD$ 65x 756HH= US$ 49,140 (USDforty nine thousand one hundred forty Dollars) to Sool
ii)            @USD$65 x 760HH= US$ 49,400(USD forty nine thousand four hundred dollar) toSanaag region
iii)           Duration: 3 rounds within 3 months (April, May and June 2019).  (Based on beneficiary list and instructions of disbursement to be added as annex, and the instructions from Oxfam authorised person attachedin Schedule 1 and Appendix 1).
iv)           The total value of cash transfer in this contract is subject to change, that may occur after the registration process in the field. Oxfam will inform Telesom company at least 1 day before the payment date in writing on the exact requirements and beneficiaries.
 
3.2          Any Specification supplied by Oxfam to Telesom Company, or specifically produced by Telesom Company for Oxfam, in connection with this Agreement, together with the copyright, design rights and all other intellectual property rights in the Specification, shall be the exclusive property of Oxfam.  Telesom Company shall not disclose to any third party or use any such Specification except to the extent that it is or becomes public knowledge through no fault of Telesom’s own, or as required for the purpose of this Agreement.
3.3          Any changes to the Specification shall be agreed in writing by the parties.
3.4          Telesom Company shall comply with all applicable regulations and other legal requirements concerning the i.e.manufacture, packaging, packing, transport and delivery of the services.
3.5          The services shall be marked in accordance with Oxfam’s instructions and any applicable regulations or requirements of the carrier, and properly packed and secured so as to reach their destination in an undamaged condition in the ordinary course.
4.            Provision of Services
4.1       Telesom company will facilitate the distribution of electronic (Mobile) cash transfer funds through ZAAD servicesto the Oxfam drought response        beneficiaries. In Sool and Sanaag Region to 1516 HH.
i)              The total amount for the net cash transfers covered under this agreement is: USD $295,620 (USD two hundred ninety five thousand six hundred twenty dollars)
ii)            Oxfam will pay to Telesom company a commission of 1% on total value of actual cash transfer in USD that is to be made to the beneficiaries, with as maximum the amount of cash transfers as mentioned in 4.1.i. The total commission of US$ 2,956.2( two thousand nine hundred and fifty six dollar and 20 cents) will be made through A/C pay check/Bank transfer.
 
4.2          Telesom will invoice Oxfam for the commission after each payment of the cash transfers to beneficiaries per round. Payment will be conditional on approval by Oxfam on the services being deliveredas agreed in par 5.with correct performance verified prior by Oxfam. The invoice will be in one overall statement containing clear description of the services that were delivered.; Each invoice shall quote the reference number of the Order from Oxfam.

4.3          Oxfam is entitled to deduct from any sums payable to you any sums that you may owe Oxfam at any time throughout the duration of this Agreement.
4.4          In providing the Services, Telesom Company, will:
(a)       co-operate with us in all matters relating to the Services and comply with our reasonable instructions;
(b)       be appropriately qualified to provide the Services;
(c)       provide the Services and use any materials with due care, skill and in accordance with the Terms of this contract, Schedule 1, Appendix 1-2 and Oxfam’s written requirements, if any;
(d)       provide all equipment, tools and vehicles and such other items as are required to provide the Services;
(e)       use the best quality goods, materials, standards and techniques and ensure that any goods and materials supplied or used to provide the Services will be free from defects in workmanship, installation and design;
(f)        You are responsible for ensuring that you have the necessary work permits and visas to undertake the Services; and
(g)       You are responsible for making all travel arrangements, including securing accommodation, necessary to carry out the Services.
5.            Delivery
5.1          The mobile cash transfer services shall be delivered to the Oxfam selected beneficiaries in Sool and Sanaag (details to be attached in Annex when ready).
5.2          Oxfam hassent the approved beneficiary list per region/village to Telesom Company, in orderto make the disbursement in April-June 2019,
5.3          After approval of the beneficiary lists and amounts per region per round, Oxfam will transfer the required cash transfer amount to the bank account of Telesom as mentioned under 4.3. On receipt of those funds, Telesom will without delay initiate the actual transfers to the selected beneficiaries, unless instructed otherwise by Oxfam.
5.4          Telesom companyshall ensure that each delivery of cash transfers is accompanied by a delivery report upon delivery of mobile funds, which shows per beneficiary and per village/region at least: Name of main recipient, ID number, Mobile number, Transaction number, Amount transferred and Date/time of transfer  (
5.5          The compliance with agreed time of delivery of the performance of the Services is of great essence for this Agreement/ the Order.
5.6          If the Services are not delivered on the due date then without prejudice to any other rights which it may have, Oxfam reserves the right to:
(a)       cancel this Agreement in whole or in part;
(b)       refuse to accept any subsequent delivery of the Goods and/or Services which you attempt to make;
(c)       recover from you any expenditure reasonably incurred by Oxfam in obtaining goods or services in substitution from any other seller; and
(d)       claim damages as a result ofyour (you)failure to deliver the Goods or perform the Services on the due date.
5.7          Where Oxfam agrees in writing to accept delivery of the of the Services by instalments,this Agreement will be construed as a single agreement and not several and failure by you to deliver any one instalment shall entitle Oxfam at its option to treat the entire Agreement as cancelled.
5.8          Telesom company must provide at their own expense (i.e. delivery of SIM card, registration) which is required for the delivery of the services.
5.9          If the services are delivered to Oxfam in excess of the quantities ordered, Oxfam shall not be bound to pay for the excess and any excess shall be and shall remain at your risk and shall be returnable at your expense.
5.10       Oxfam shall be entitled to reject any services delivered which are not in accordance with this Agreement, and shall not be deemed to have accepted any services until it has had a reasonable time to inspect them following delivery, or, if later, within a reasonable time after any latent defect in the Services has become apparent.
6.            Inspection
6.1          Oxfam will monitor the delivery of the funds to the agreed beneficiaries among others by;
–       Submitted reports per each round of delivery of services
–       Confirmation report of receipts by beneficiaries, with signatures (fingerprints)taken per beneficiary for receiptof each transfer and
–       Regular substantial checks with the beneficiaries based on submitted reports and actual disbursements.
7.            Compliance
Ethical and Environmental Policy
7.1          You agree to comply with Oxfam’s Ethical and Environmental Policy as set out in Schedule 2. Willingness to pursue compliance with Oxfam’s Ethical and Environmental Policy does not imply Oxfam’s endorsement of the ethical nature of your business and no such claims should be made.

8.            Risk and Property
8.1          Risk of damage to or loss of the cash grant funds shall remain with you and pass to Oxfam only upon full and proper delivery to Oxfam in accordance with Clause 5.
8.2          Unless any Incoterm specified in the Order states otherwise, the ownership of the Goods shall pass to Oxfam upon full and proper delivery in accordance with Clause 5.
8.3          Any materials, such as raw materials, auxiliary materials, tools, drawings, specifications and software made available by Oxfam to you for the performance of his obligations shall remain the property of Oxfam. You shall keep such materials separate from your own property and the property of third parties. You shall mark such materials as the property of Oxfam.
8.4          You are obliged to return the materials referred to in paragraph (8.3) of this article to Oxfam before or at the time of the last delivery (or part delivery) of the Goods.
8.5          You may not use Oxfam’s name for any purpose beyond the performance of your obligations to Oxfam, unless you have first obtained Oxfam’s consent in writing for such use.
9.            Confidentiality
9.1          You shall not use or disclose to any person during or at any time after your engagement by Oxfam any information relating to Oxfam’s business and operations or any other matters which may come to your knowledge whilst providing the Services, and which may reasonably be regarded as confidential (“Confidential Information”). You further undertake to use all Confidential Information disclosed under this Agreement exclusively for the purposes of providing the Services.
9.2          You will have at all times during the action appropriate and up-to-dateIT and physical security measures in place to protect confidential digital data and hard copy files related to the beneficiaries and transfers, that were collected to perform the transfer services, in order to safeguard the confidentiality of the same customers.
9.3          The restriction in clause ‎9.1 does not apply to
(a)       any information which was already in your possession before it was disclosed to you under this Agreement or was already in the public domain; or
(b)       any disclosure required by law.
10.          Intellectual property
10.1       In relation to the Services, you warrant that you own or will own all materials produced under this Agreement, and that they are original, shall not be defamatory, and shall not infringe the rights of any third party or be in any way unlawful.
10.2       If you make use of the services of any third party, you will procure an assignment of intellectual property rights and waiver of moral rights from such third party in respect of all materials produced under this Agreement at no cost to Oxfam, unless you agree otherwise with Oxfam.
10.3       You hereby assign to Oxfam all existing and future intellectual property rights in materials produced under this Agreement. You will do, at Oxfam’s reasonable cost, all acts that may be necessary to give effect to this assignment.
10.4       You irrevocably waive in favour of Oxfam all moral rights or similar rights in any jurisdiction which you have or will have in any materials produced under this Agreement.
10.5       Neither you nor Oxfam shall acquire any right, title or interest in the other’s pre-existing intellectual property rights.
11.          Audit and Compliance
11.1       You will comply with such additional terms of which it may be notified by Oxfam, to enable Oxfam to fulfill its obligations to any institutional donor.  In particular, you will grant such donors and/or auditors access to its financial and accounting documents on Oxfam’s written request for audit purposes.
11.2       Where required by donors for audit purposes, Oxfam and its customers (including other Oxfam affiliates) may allow the donor or its agents to access information provided by you, including quotation and/or tender information.
11.3       You shall grant Oxfam reasonable access to your records and premises in order to monitor your compliance with the terms of this Agreement.
12.          Insurance and Liability
12.1       You shall have in force and maintain in force public liability, product liability, and employer’s liability insurances which insurances shall indemnify Oxfam in the event of any claim or proceedings.  Such insurance cover shall be for liability or loss under this Agreement or the minimum cover (if any) mentioned in the Order whichever is the greater.
12.2       You shall provide a copy of this policy on request from Oxfam.
12.3       Nothing in this Agreement shall operate to exclude or limit either party’s liability:
(a)       for death or personal injury caused by negligence; or
(b)       for fraud.
12.4       Oxfam’s total liability in contract, tort (including without limitation negligence) or otherwise in connection with or arising out of this Agreement shall be limited to the Price.
13.          Warranties and Indemnities (where is applicable)
13.1       You warrant to Oxfam that:
(a)       the Goods will be of satisfactory quality and fit for any purpose held out by you or made known to you at the time the Order is placed;
(b)       the Goods will be free from defects in design, materials and workmanship;
(c)       the Goods will correspond with any relevant Specification or sample;
(d)       the Goods will comply with all statutory requirements and regulations relating to the sale of Goods; and
(e)       the Services will be performed by appropriately qualified and trained personnel, with due care and diligence and to such high standard of quality as it is reasonable for Oxfam to expect in all the circumstances.
13.2       Oxfam’s approval of designs furnished by you shall not relieve you of your obligations and liabilities under this Agreement.
13.3       Without prejudice to any other remedy, if any Goods and/ or Services are not supplied or performed in accordance with this Agreement, then Oxfam shall be entitled:
(a)       Reject the Goods;
(b)       to require you to repair the Goods or to supply replacement Goods and/ or Services at your risk and expense in accordance with this Agreement as soon as possible, within mutually agreed period; or
(c)       At Oxfam’s sole option and whether or not Oxfam has previously required you to repair the Goods or to supply any replacement Goods or Services, to treat this Agreement as discharged by your breach and require the repayment of any part of the Price which has been paid.
13.4       If yourefuse or fail promptly to correct or replace such Goods when requested by Oxfam, Oxfam may itself, or through any agent or subcontractor, or otherwise, correct or replace such Goods and you agree to reimburse Oxfam for the costs incurred thereby.  Goods corrected or replaced shall be subject to the terms of this Agreement in the same manner as those originally delivered hereunder.
13.5       In the case of breach or non-performance by you, you shall be in default without any notice of default being required.
13.6       You shall indemnify Oxfam in full against all liability, loss, damages, costs and expenses (including legal and other professional fees and expenses) awarded against or incurred or paid by Oxfam as a result of or in connection with:
(a)       your breach or negligent performance or failure in performance of this Agreement;
(b)       your breach of any warranty given by yourself in relation to the Goods or the Services;
(c)       defective workmanship, quality or materials;
(d)       any claim that the Goods infringe, or their importation, use or resale, infringes, the patent, copyright, design right, trade mark or other intellectual property rights of any other person, except to the extent that the claim arises directly from compliance with any Specification supplied by Oxfam;
(e)       any act or omission of you or your employees, agents or sub-sellers in supplying, delivery and installing the Goods;
(f)        any act or omission of any of your personnel in connection with the performance of the Services;
(g)       any claim made against Oxfam by a third party arising out of or in connection with the supply of the Goods, for losses or damage arising out of a direct or indirect breach, negligent performance or failure or delay in performance of this Agreement by you, your employees, agents or sub-sellers; and
(h)       any claim made against Oxfam by a third party for death, personal injury or damage to property arising out of or in connection with defective Goods (including, without limitation, manufacturing defects, design defects, and instruction and warning defects).
14.          Termination
14.1       Oxfam shall be entitled to terminate this Agreement at any time by giving you not less than one (1) weekwritten notice. The agreement is valid untilAugust 23rd 2019;in case of extension Oxfam will communicate in writing in advance.
14.2       Either party may terminate this Agreement with immediate effect where:
(a)       the other is in material breach of any of its obligations under this Agreement and the breach is not capable of remedy or where the breach is capable of remedy, it fails to remedy the breach within 30 days of being required in writing to do so; or
(b)       either party goes into liquidation, is declared bankrupt or has a bankruptcy order made against them, makes a voluntary arrangement with its creditors or has a receiver or administrator appointed over some or all of its assets, or any similar procedure in any jurisdiction provided it is admitted under the applicable laws.
14.3       Oxfam shall be entitled to terminate this Agreement immediately if in its reasonable opinion, you commit any fraud or malicious act or do anything which, in the opinion of Oxfam, is likely to bring Oxfam into disrepute.
14.4       On termination of this Agreement, you undertake to immediately return any Oxfam property in your possession or control. You also (unless otherwise specified by Oxfam) undertake to irretrievably delete any information relating to this Agreement stored on any magnetic or optical disk or memory which is in your possession or under your control outside the premises of Oxfam.
15.          Force Majeure
15.1       If either party is prevented or delayed in the performance of any of its obligations under this Agreement by any circumstance not reasonably foreseeable at the date of this Agreement and beyond the reasonable control of the party affected (a “Force Majeure”), then such affected party shall give prompt written notice to the other party specifying the nature, extent, effect and likely duration of the force majeure and provide such evidence as may be available. In these circumstances the party shall not be liable for the performance by the stipulated date from the date of such notice for such period as the delay shall continue or the Agreement is terminated by either party in accordance with clause 15.4, whichever is shorter.
15.2       Notwithstanding the relief granted by this clause the party seeking to rely on it shall nevertheless use its best endeavours in any situation where it has invoked this clause to perform its relevant obligations.
15.3       Neither party shall be entitled to relief under this clause in any circumstances where it has caused or substantially contributed to any delay or failure in the performance of its obligations.
15.4       Subject to clause 15.1, if the force majeure event prevails for a continuous period of more than 10 days, either party may terminate this Agreement by giving 5 days’ written notice to the other party. On the expiry of this notice period this Agreement will terminate. Such termination shall be without prejudice to the rights of the parties in respect of any breach of this Agreement occurring prior to such termination.
16.          Dispute Resolution
16.1       If any dispute arises in connection with this Agreement, the parties will arrange a meeting to seek to resolve that dispute. If after two (2) weeks the parties have not reached a solution or the dispute is otherwise ongoing, the parties shall attempt to settle the dispute by mediation before litigation is threatened or commenced. The mediator shall be jointly agreed by the parties and the parties shall share the cost of the mediator.
17.          Assignment and Sub-contracting
17.1       Oxfam may assign, transfer or sub-contract their rights and/or obligations under this Agreement.  The Order (and this Agreement) is personal to you and you shall not assign or transfer or sub-contract any of your rights and/or obligations under the Order or this Agreement without the prior written consent of Oxfam.
17.2       If all or any of your obligations under this Agreement are transferred to a third party, you shall ensure that the subcontractor complies by all statutory and legal requirements.
18.          General provisions
18.1       No variation to this Agreement shall be valid unless it is in writing and signed by both parties.
18.2       You shall be an independent contractor and nothing in this Agreement shall render you an employee, worker, agent or partner of Oxfam.
18.3       Nothing in this Agreement or the Order shall create any partnership, joint venture, or similar relationship between the parties.
18.4       The Schedules form part of this Agreement.
18.5       This Agreement constitutes the entire agreement between the parties, supersede any previous agreement or understanding in relation to its subject matter. All other terms and conditions expressed or implied by statute or otherwise are excluded to the fullest extent permitted by law.
18.6       Any notice required or permitted to be given by either party to the other under this Agreement shall be in writing by any means which leaves certifiable evidence of its reception date by the other party, and addressed to the other party at the address set out in this Agreement or such other address as may be notified by that party to the other in writing.
18.7       No failure or delay by either party in exercising any of its rights under this Agreement shall be deemed to be a waiver of that right, and no waiver by either party of any breach of this Agreement by the other shall be considered as a waiver of any subsequent breach.
18.8       If any provision of this Agreement is held by any competent authority to be invalid or unenforceable in whole or in part, the validity of the other provisions and the remainder of the provision in question shall not be affected.
18.9       No third party shall have any rights under this Agreement, other than as expressly permitted under the applicable laws.
18.10    This Agreement shall be governed by and in accordance with the laws of SOMALILAND, and shall be subject to the non-exclusive jurisdiction of the NETHERLANDScourts.

Schedule 1: Services and Payment terms

Description of the Services

1.1       Telesom Company agree to provide to Oxfam Novib services, facilitating the distribution of electronic (Mobile) cash transfer funds (ZAAD services) to 1516 HHhouseholds affected by the drought as part of Oxfam drought response Project(As attached in Annex-beneficiary and fund disbursement details for Sool and Sanaag, that will be provided after finalizations of beneficiary list )

Duration

2.1       The provision of the Services is to commence on 24rd April 2019 and end on 23rdAugust 2019 unless this Agreement is terminated early in accordance with the terms of this Agreement, or is extended upon mutual agreement by the Parties.

Payment terms

3.1       Telesom will invoice Oxfam for the commission after each payment of cash transfer to beneficiaries per round as per 4.2 of the contract terms, after delivery and approved performance of the Services; each invoice shall quote the number of the Order from Oxfam. Payment will be made through A/C check/Bank transfer.
Oxfam will deposit the fund to be transferred at least before one working day to the account as below; Oxfam will inform to Telesom company after transferring the funds.

The Price shall be as stated in the Order and, unless expressed otherwise, shall be:
(a)       exclusive of any applicable value added tax (which shall if applicable be payable by Oxfam subject to receipt of a VAT invoice);
(b)       Paid in US$ dollars.
3.2       No increase in the Price may be made (whether on account of increased material, labour or transport costs, fluctuation in rates of exchange or otherwise) without the prior consent of Oxfam in writing.
3.3       Unless otherwise stated in the Order Oxfam shall pay the Price within 30 days of receipt by Oxfam of a proper invoice or if later, after acceptance of the Goods, Services.
3.4       Oxfam is entitled to defer payment if it discovers a defect in the agreed services and, where appropriate, the installation/assembly thereof.
3.5       Oxfam shall be entitled to set off against the Price any sums owed to Oxfam by you.
3.6       [If Oxfam makes a payment for services not yet delivered, Oxfam may require you to arrange for an unconditional and irrevocable bank guarantee to be provided, at your expense, by a bank that is acceptable to Oxfam.
3.7       Payment by Oxfam shall not constitute a waiver of any right.
Appendix 1. Roles and Responsibilities
RESPONSIBILITIES OF TELESOM

Telesom to deliver the cash transfer services as described in the contract terms and annexes.
Telesom to travel to the field and distribute the Sim cards to selected beneficiaries in collaboration with OXFAM logs team
Telesom to Distribute Sim Cards only to those beneficiaries reported to have no prior sim cards. The distribution of sim-card and Zaad account creation will take place one day after Oxfam communicates Telesom. Oxfam team will support the company during distribution to make sure intended beneficiaries receive it
Telesom to create Zaad account to beneficiaries selected and verified by Oxfam and provide basic Zaad Usage awareness
Telesom to make transfer of unconditional cash to targeted phase after phase in accordance with the agreement terms to beneficiaries upon receipt of written communication from Oxfam attached with the list of beneficiaries. The transfer should be made in 24 hours after receipt of Oxfam payment order in writing
Telesom will provide transfer report to Oxfam, stating e.g. Name/ID of beneficiary, mobile number, amount transferred and date/time of transfer, grouped per village/region. Oxfam is to triangulate/cross check the payment transferred by accessing to online bank statement. Beneficiary will receive their notification of money transfer through SMS. In case of any variance the company will immediately address to make sure 100% of targeted unconditional ash transfer beneficiaries received the allocated value
Provide and bear the cost of the distribution site, adequate vehicles, security of its staff who can ensure effective, safe and efficient registration and distribution of Sim-cards
Respect Sim card and distribution and cash transfer(through mobile) dates and times according to Oxfam instructions.
Retain printed receipts, transfer reports, or equivalent documentation as evidence of the distribution of Sim cards according to instructions provided by recognized Oxfam representatives (contained in this contract agreement).
Work closely with Oxfam Somaliland staff representatives (Program, PM, Finance & Logistics) to monitor, review and report on cash transfer process
Carry out a 3 round of cash transfer through mobile money modality for all beneficiaries verified and shared by Oxfam to the company as soon as communicated in writing. Oxfam is expecting the 3 transfers to take place by end of April, end of May and end of June. Actual dates to make the disbursement will be stipulated in writing at least one or two (1-2) days before the required date.
Telesom to take responsibility of travel, accommodation, and per-diem of its staff during Sim card distribution in the field.
Telesom to take appropriate and most up-to-date IT and physical security measures in place to protect confidential digital data and hard copy files related to the beneficiaries and transfers.
Data of beneficiaries provided to Telesom company will be protected (as mentioned above)

Responsibilities of Oxfam

Oxfam will undertake beneficiary selection and verification and provide these list of villages and beneficiaries selected to Telesom
Providing Telesom with an‘Order’ authorizing the transfer to beneficiaries, detailing the total number of registered beneficiaries, the amount to be paid to each beneficiary and the agreed percentage payment amount according to agreed phases.
Oxfam would select the target communities based on the need gap on Sool and Sanaag in collaboration with Sooland Sanaaggovernment and community representatives in every village to boost accountability, participation and transparency. Large gathering will be organized in all villages for the communities to physically verify the list. Data collection of beneficiary to be conducted by Oxfam, Community elders, women group representatives and village leaders in accordance with Oxfam’s commitment for beneficiary selectionOxfam will follow the confidentiality of data collection and will not expose any partner unless it is necessary.
Oxfam to send official communication detailing dates Telesom should distribute SIM cards to, as well as cash transfer plan to Telesom.
Oxfam will make transfer to Telesom on phase bases. Oxfam will make first disbursement to be done in 30th April,if we are able to effect bank transferto Telesom in time, second transfer will be made in 27th May and 3rd payment on 26th June 2019 by Oxfam.
Service commission will be made after the cash transfer to beneficiary is confirmed and verified by Oxfam.
Mobilize beneficiaries prior to the distribution being carried out. Oxfam will provide sufficient notification to beneficiaries regarding amounts, dates and times for distributions of Sim cards to take place.
Provide named staff to oversee the management of cash transfer
Conduct post distribution monitoring after 2 weeks of each disbursement to cross check and verify the amount of money that was transferred to beneficiaries
Oxfam will request partner staff to hand over all original data collection to Oxfam, to be kept by Finance for confidentiality.
