Program / Department Summary
Mercy Corps has been present in Somalia since 2005, responding to emergency needs stemming from conflict and displacement, while continuing work to build more resilient, peaceful, and productive communities in Puntland, Somaliland and the South-Central Region. The recent drought situation, inter-clan conflicts and the constant security are seeing an increase of emergency activities around life-saving food, water, hygiene programs coupled with ongoing humanitarian programs around economic opportunity and development, youth & education, and reintegration of returnees.
[Describe overview of job missioGENERAL POSITION SUMMARY:
The Program Lead Officer is a key position in the team in support of the Humanitarian Programs lead  for overall management and implementation for the activities under the Catalyzing Economic Development and Livelihoods (CEDL) Program and will ensure that program deliverables are executed in accordance to Mercy Corps’ PM@MC and Humanitarian Standards. The Program Lead Officer will lead CEDL activities, provide strategic input on economy and livelihoods development at long-term sustaining interventions, analyze and manage the value chain development interventions and to ensure full engagement with the private sector within and outside the programmatic interventions.
The position will provide technical and other required leadership to the Consortium of Mercy Corps and Adeso CEDL project that aims to improve productivity and competitiveness of the productive sectors in Adado District to create opportunities for youth, women and men. The project will employ a combination of skills development, financing facility, technical and business support to promote employment and enterprise development within the productive sectors.
ESSENTIAL JOB Responsibility;
program Implementation

Plan and oversee all CEDL Program activities, including area selection, community capacity in order to ensure effective implementation. He/She will also coordinates the work of the sub-partner Adeso.
Coordinate finance facilities through innovations and supporting investments.
In coordination with Humanitarian Programs Team lead, develop weekly and monthly work plans. Track the team’s ability to deliver on the plan and report back to the Team Leader each week.
Prepare procurement plans based on project cycle for CEDL Works; ensure all PRs are accurately prepared and submitted on time.
Ensure program implementation is on time, target and budget, using effective MEAL systems to reach desired impacts.
Support Humanitarian Programs Team lead in forecasting cash requirements for the coming month/s.
Implement and model Mercy Corps’ philosophy of social entrepreneurship and leverage Mercy Corps’ best practices.
Fulfill Mercy Corps’ Program Management Minimum Standards (including Gender Minimum Standards) based on the organization-wide guide.
Ensure all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards.
Explore alternative technologies/ideas or initiatives that improve project implementation.

Team Management;

Provide encouragement, constructive feedback, support, coaching, as well as conducting performance appraisals for staff.
Assist team members with information, tools and resources to improve performance & reach objectives.
Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
Hire, orient and lead team members as necessary.

Reporting;

Conduct regular rapid assessments of market prices
Document lessons learned and success stories of the program.
Compile, submit and contribute to all required program reports on time.
Coordinate with MEAL team to ensure data quality and timely sharing of data to support reporting cycles.

Representation;

Represent Mercy Corps and its values at coordination and partner meetings in areas of operation.
Communicate effectively to ensure overall project targets and donor obligations are met.
Demonstrate flexibility, resilience and ability to maintain positive relationships and composure.
Maintain high ethical standards and treat people with respect and dignity.
Exhibit an awareness of his/her own strengths and development needs.
Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

Ensure compliance with security procedures and policies as determined by country leadership.
Proactively ensure that team members operate in a secure environment and are aware of policies.

to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Reports Directly To: Humanitarian Program Team Leader
Works Directly With: Head of Office(s), Other Humanitarian Programs Managers, Program Staff, Finance, Operations/Admin, HR, MEAL team, Reporting & Program Support Officer and target communities.
Knowledge and Experience

A./B.S. in Economics, Social Sciences or in any related field.
3-4 years of experience working on humanitarian and development programs in conflict and post-conflict contexts
Experience in Food Security & Livelihoods, Value Chains or cash-for-work programming is strongly preferred
Established ability to manage and communicate effectively with team members of varied work styles and a commitment to build staff capacity.
Demonstrated flexibility and creativity in planning and problem solving.
Proven ability to learn quickly, lead a program to achieve stated results and objectives.
Ability to effectively represent Mercy Corps and its interests to key stakeholders; working experience with local counterparts (CSOs, local NGOs, and others) and line ministries.
Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
Good oral and written English skills required.
Ability to work effectively with an ethnically diverse team in a sensitive environment.
Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.
Knowledge of Sphere standards and other training in humanitarian response preferred.
Flexible to operate from all regions of Somalia.
Excellent computer skill required (G-Suite, excel, word, PowerPoint)

The successful Program Lead Officer will have an outstanding ability to manage teams, and plan the implementation of projects to ensure the program’s success. S/he should have the ability to undertake multiple tasks and be flexible. S/he should have problem solving skills and pays attention to details.
