Purpose of the Consultancy
The purpose of the consultancy is to provide strategic technical support to the WHE Emergency Programme of WHO Country Office in Somalia on knowledge management, project implementation, monitoring and results-based reporting in humanitarian, fragile and post-conflict country context.
The WHE Emergency Programme of WHO Country Office in Somalia is implementing life-saving emergency services as well as other rapid response interventions in the emergency affected areas of the country. Currently, the Programme is contemplating to scale up its public health response to the drought which has affected nearly
2 million people out of which approximately 400,000 people have been internally displaced. The current response activities of the programme include-(i) enhancing early warning disease surveillance system for monitoring health threats; (ii) training of health care providers on case management of epidemic-prone diseases; (iii) strengthening health systems capacity for field investigation and outbreak detection; (iv) prepositioning strategic medical and essential supplies; (v) scaling up risk communication activities for epidemic-prone diseases; (vi) managing severely acute malnourished children with medical complications; and (vii) providing Emergency Mental Health and Psychosocial Services (MPSS) in the targeted communities. The life-saving interventions are being implemented from March and will continue till end of December 201
The WHE Emergency Programme is receiving funds for implementation of these life-saving activities from the Central Emergency Response Funds (CERF) of UN-OCHA and from the WHE Programme of WHO headquarters. In order to generate technically valid report and evidence of the WHO’s impact in reducing mortality and morbidity through its life-saving interventions, the WHE Emergency Programme intends to hire an international consultant who would be able to provide support in project implementation and at the same time, monitor the project activities and report on the results in a timely manner to the WHO Country Representative and in turn to other WHO partners and donor. The reports will be used as an advocacy document of the WHO Country Office to increase its visibility amongst partners and donors including showcasing the impact of work of WHO in saving lives from chronic emergencies.

Work to be performed: Under the direct supervision of WHO Country Representative, the consultant will perform the following duties: Output 1 : Timely Reporting structure developed for prevention and control of high- threat pathogens expanded and consolidated
1: Develop and produce monthly report on the life-saving interventions of WHE Emergency programme in an attractive and design-friendly template which showcases success and innovation of the programme and the result/outcome of WHO’s life-saving interventions
2: Produce monthly reports and design-friendly infographics on service delivery and other key performance indicators of WHO Country Office against the Emergency Response Framework (ERF)
Produce the weekly epi-watch and the monthly Health Emergency Situation Report of WHO Country Office in an attractive and design-friendly template and publish these reports on the WHO Country Office web site
4: Liaison with the Communication Consultant (s) and Resource Mobilization Officer of WHO Country Office and package the monthly reports and other success stories of WHO Country Office as â€œvisually attractiveâ€ and â€œcorporate brandedâ€ documents for donor funding
5: Work with the Communication Consultant (s) of WHO Country Office and provide contents for the social media (Facebook and Tweet), regular web stories, news and feature stories as well as human interest stories for the web page of WHO Country Office of Somalia
6: Produce a final report of UN-OCHA CERF funded life saving interventions of WHO Country Office that demonstrates impact of WHO’s work in saving lives and preventing health threats in a scientifically valid manner
Output 2 : Knowledge management portal established for measuring impact of WHO Country Office’s work in emergencies and other related programmes
1: Coordinate with all the technical programmes of WHO Country Office and develop, publish and maintain a repository of best practices document, success stories and innovations of WHO’s work in post-conflict, emergency and humanitarian contexts in Somalia specially in line with WHO’s corporate mandate and vision
2: Develop strategic and scholarly papers, and publishable manuscripts on key WHO’s interventions in Somalia highlighting new knowledge and evidence generated from its work in fragile context through working in coordination with all technical programmes
3: Prepare a plan to archive all produced and published reports, infographics and audio-visual materials of WHO Country Office’s work in an electronic format that are easily re-producible;
4: Work as part of the Project Management Team of WHO Country Office to develop a knowledge management portal for its staff an on-line repository of best practice documents, archived manuscripts and knowledge innovation and management

Qualifications required: Master’s degree or equivalent in project management, development science, communication or related field.
Experience required: At least 5 years of international experience in project management, communication/report writing and/or related field.
Desirable: International experience with UN agencies in report writing and experience in emergency context.
Skills / Technical skills and knowledge: Good communication and writing skills.
Knowledge and skills on developing communication products, audio-visuals and infographic contents.
Experiences/skills are required in project cycle management
Knowledge of IT tools for developing necessary knowledge Portals and dashboards
Language requirements: Excellent knowledge of written and spoken English
Place of assignment
The Consultant expected to be based in Mogadishu, Somalia but may be required to travel other places inside Somalia as and when required.
The selected Consultant will be expected to provide a medical certificate of fitness for work.
The Consultant is expected to travel outside Somalia as and when needed for better coordination of the assigned tasks and functions
travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive
