Background

The Ministry of Energy and Water Resources (the Ministry) will establish a Project Implementation Unit (PIU) to carry out the day to day activities of project planning, coordination and implementation of the Somali Electricity Access Project (SEAP). The Ministry intends to engage a consultant to work as Projects Coordinator of World Bank – financed energy sector projects within the PIU. These Terms of Reference define the scope of activities and responsibilities of the Project Coordinator

Project Overview

The Federal Government of Somalia (the Government) is currently implementing one World Bank

funded project in the energy sector. The Government has secured a grant from the World Bank to implement the Somali Electricity Access Project (SEAP). The project development objective of SEAP is to expand access to electricity in targeted urban, peri-urban, and rural communities.

SEAP consists of three components:
Component 1: Electrification of households and small businesses through standalone solar home systems
This component aims to reduce market barriers for the private sector to provide modern energy access through solar home systems and targets (i) poorer households and small businesses in areas that cannot afford to connect to mini-grid services; (ii) households and businesses in these areas that are not sufficiently close to a mini-grid to be economically connected; (iii) isolated villages and smaller settlements where mini-grids do not make economic sense; and (iv) nomadic pastoralists whose livelihoods do not lend themselves to a fixed electricity connection. This component will fund a range of market-building supply- and demand-side interventions in response to these challenges. The proposed intervention includes: Seed and result based grants, consumer awareness and quality assurance.
Component 2: Analytic work for enabling electrification through Solar Powered / Hybrid Mini-grids
This component will support the mini-grid sector in Somalia. this component is expected to include the following activities: (i) Detailed geospatial mapping, (ii) Review of property rights and land issues pertaining to energy infrastructure investment, (iii) Pre-feasibility studies for hybridization,

Pre-feasibility studies for greenfield (new) sites identified in geospatial mapping, (v) Developing structuring options for the financing, operation, and ownership of new mini-grids; and
Defining legal, institutional and financing arrangements for developing mini-grids.

Component 3: Technical Assistance, Capacity Building and Project Management
This component will support a range of activities to strengthen the capacity of the Ministry and overall energy sector management, power and access planning, and provides support for project management/implementation, including staffing of the PIU.

Scope of Work for the Project Coordinator 3.1. Objective of the Assignment

The objective of the consultancy is to provide overall coordination of World Bank -financed projects implemented by and through the Ministry of Energy and Water Resources, through monitoring and reporting on the activities of the Project Implementation Unit (PIU) comprising the Project Implementation Team (PIT) and Heads of the Ministry of Energy and Water Resources, operating under the chairmanship of the Projects Coordinator. The Projects Coordinator will also be head of the Ministry’s PIT, and report to the Minister of the Ministry of Energy and Water Resources.
3.2. Responsibilities
Working closely with the Ministry of Energy and Water Resources Project Implementation Team (PIT), the Coordinator will be responsible for:

Coordinating the overall implementation and providing oversight to World Bank financed projects to ensure timely results.

b.The implementation of the Ministry of Energy and Water Resources’ roles and responsibilities in the World Bank financed projects

Coordinating the training programmes for the Ministry of Energy and Water Resources d.Liaison with government officials of the Ministry of Energy and Water Resources, the

Ministry of Finance, the Attorney General and the World Bank on matters relating to project implementation, monitoring and evaluation, and disbursement of funds;

Consolidating quarterly progress reports of the Ministry of Energy and Water Resources, including documentation of challenges encountered and mitigating measures being considered and ensuring that the reports are submitted to the World Bank within the timelines of the Financing Agreements of the project(s);
Conducting regular meetings, on a quarterly basis, to track the progress of the Projects and recommending corrective measures;
Ensuring compliance with the cost and financing plans, and the project implementation and procurement schedules, and reviewing and updating these bi-annually;
Monitoring disbursements from the credits and preparing status reports;
Preparation and implementation of communication plans to keep the World Bank, and all other stakeholders informed about the implementation of this project, and to build and maintain effective relationships with them;
Preparing (a) ToRs for Consultancy Services to carry out studies for future projects; (b) Request for Proposal Documents; (c) As member of the selection Committee Participate in

the selection of consultants; and (d) assist in contract negotiations. Likewise, also for policy oriented Studies;

Monitoring performance of Consultants and contractors for Ministry of Energy and Water Resources in accordance with contractual obligations;
Monitoring payments to consultants and contractors to ensure timeliness;
Undertaking any other assignments related to the World Bank financed projects as may be directed by the Minister, Ministry of Energy and Water Resources;
Reviewing technical reports and studies pertaining to the World Bank financed projects and of relevance to the responsibilities of the Ministry of Energy and Water Resources, and preparing comments and recommendations;
Developing and implementing relevant reporting systems to enhance flow of relevant information to all users;
Provide guidance on investment decisions;
Monitoring and reporting performance and making proposals to the Ministry of Energy and Water Resources, emphasizing achievement of established targets in line with Performance indicators to be agreed with the IDA;
Providing technical advice to the Minister, Ministry of Energy and Water Resources, on cost effectiveness of Energy Sector projects being undertaken outside the World Bank – financed projects;
Participation in power system development activities including sourcing of donor funds needed for sustainable capacity growth consistent with the Federal Government of Somalia’s National Development Plan II; and
Undertaking any other assignment as may be directed by the Minister, Ministry of Energy on Energy Sector projects, reforms and related policies

3.3. Assignment Location
The Projects Coordinator will be based at the PIU in Ministry of Energy and Water Resources Headquarters in Mogadishu, and will be expected to regularly meet and support the procurement staff at the Ministry. The consultant may also be called upon to undertake any other duties as determined by the SEAP coordinator, including attending more program-wide meetings.
3.4. Time frame and Reporting
The expected duration of the consultancy is one year, with possibility of contract extension subject to satisfactory performance. The assignment is expected to commence on March 2019. The consultant will report to the Minister of Energy and Water Resources, and work closely with the World Bank Project Team for guidance and advice.

Qualifications and Experience Requirements

The candidate should have the following desired qualifications and experience:

Bachelor’s degree in Energy, Environment, Engineering, Project Management or relevant field
Master’s degree will be an added advantage
Track record of successful planning, coordination and/or management of projects with aa focus on donor, government and/or private sector stakeholder’s engagement
Understanding of Somalia’s unique context
Knowledge and understanding of World Bank policies, government policies, regulations and practices
Fluency in oral and written Somali and English
Readiness to work in multi-cultural and fast – paced environment meeting tight deadlines
Reputable person with good ethical and moral character

Selection Method

The consultant selection will follow the World Bank’s Procurement Regulations for Investment Projects Financing (IPF) Borrowers for Individual Consultants.
