Barwaaqo Voluntary Organization is a prominent local organization based in Hargeisa Somaliland. Working on Human right, sustainable use of the environment, climate change, women empowerment and promoting food security. BVO is seeking an experienced Executive Director to lead the organization. The successful candidate will be responsible for overseeing all aspects of the organization, ensuring that we are operating efficiently and effectively to meet organizational goals. In this role, you will be the face of our organization, working closely with the Board of Directors, government officials and the public. You will ensure that staff members are aligned with the organization’s mission and vision and that we are working together to successfully achieve strategic objectives. The organization has a close-knit culture in which we place a high priority of communication, recognition, and collaboration. We are in search of an Executive Director who is aligned with our culture and will continue to enhance it through positive leadership.
Title: Executive Director
The purpose of this position is to lead the Barwaaqo Voluntary Organization programme team and supervise day to day activities of staff. The position holder will support the organization’s growth in the livelihood, Protection, Environment sectors while directly managing and supporting staff working to implement BV0’s projects.
S/He will be responsible for reporting, fundraising, cross-departmental coordination, financial accountability, external stakeholder engagement with donors, local business groups, internal donors and external donors.

Facilitate the integration of BVO into the fabric of the community by using effective communications and outreaches and activities and serve as BVO’s chief spokesperson.
Act as an advocate within the public and private sectors for issues relevant to BVO sectors, both its services and its constituencies.
Listen to donors, volunteers, and the community in order to improve services and to generate community involvement and fundraising. Provide all stakeholders with meaningful feedback.
Be responsible for the recruitment, employment, and release of all personnel, both paid staff, and volunteers.
Responsible smooth implementation of day to day organizational activities.
Ensure that job description are implemented and kept up to date, that regular performance evaluations are held, and that sound human resource practices are in place.
Empower staff to become leaders in their fields, including expanding their skill sets and promoting their efforts at outreach and program development and Maintain a climate that attracts, keeps, and motivates a diverse staff.
Lead fundraising activities, by writing proposals and concept notes that are sellable to donors.
Be responsible for developing and maintaining sound financial practices, including adequate resources for recording expenses and contributions.
                       Promote an effective fund development program by serving as the chief development officer or hiring and supervising an individual responsible for this activity.
                       Obey and implement organizational policies and procedures.
                       Manage and support the staff both operations and programme teams
                       Attend all sector coordination forms;  Food Security Cluster, Protection Working Group Cluster, and Environment Cluster and provide inputs when needed.
                       Ensure Projects meet grant requirements including a time frame, resource allocation, and scope and risk management.

Coordinate with the Program Development and Quality Assurance Department to maintain quality implementation and access new funding.

        Work with BVO chairperson, Finance manager, and field officers to create, update and maintain the project implementation plans in different sectors.
        Collaborate with the Programme Department to make sure programme designs are based on needs assessment findings (primary & secondary data) and analysis.
        Ensure all programmes refer to technical standards, consider government standards and are aligned with internal and external Strategic Objective
        Collaborate with Finance to review financial reports and maintain accurate spending reports and up-to-date budgets.
        Ensure collaborative planning with external stakeholders such as UN Agencies, other NGOs and Govt ministries working in Somaliland.
        Ensure BVO is appropriately represented at livelihood, Environment and Protection focused Working Groups in Somaliland
        Represent BVO with appropriate Donors and Government Ministries.
        Organize and lead weekly, the monthly and annual meeting for staff and board members

Prepare, review, edit, and submit regular reports

       Provide input for grant/donor and programme milestone and reports to Programmes
       Establish and implement an internal reporting system in coordination with Chairperson of BVO.
       Provide regular updates to Chairperson.

Educational qualifications:

       Bachelor Degree/ Master Degree in Business Administration, Economics, Development Studies, Statistics, Agriculture and environmental

Qualifications Sought:

A strong academic background in the fields of Humanities/ Social Studies, International Development, Gender Studies and/or Human Rights;
A good understanding of the political and gender dynamics in the Horn of Africa ;
A minimum of 4 years of work experience in programme development & management and/or fundraising
Strong knowledge of fundraising dynamics and trends, proposal format and application procedures of key donors, including Logical Framework Analysis, development of project timelines, etc;
The candidate must be familiar with donors’ format and requirements and should have experience in project budgeting and analysis;
Excellent command of English and excellent communication skills;
Proven organizational skills, including the ability to manage priorities, work under pressure and meet tight deadlines;
Strong sense of initiative and must be able to work independently;
Must have the ability to motivate and mentor the staff to expand their skills and help them develop programs and approached that are effective within the community.


       3 + years in humanitarian response management.  Project development, Coordination both internal and external development partners
       3+ years in LNGO or INGO experience

Knowledge & Skills:

       Effective in written and verbal communication in English,
       Technical expertise in the development of proposals of sustainable livelihoods, local economic development, Environment, climate change, WASH, and Women Empowerment, Advocacy, or related fields
       The position requires ability and willingness to travel to field sites within Somaliland and in the horn  regions
       Good computer skills in word processing, spreadsheets and database software programs.
       Experience working with civil society groups and government authorities.
       Good negotiating skills.
