Background of the Project
The Government of Somaliland has received funds financing from the World Bank toward the cost of the “public financial management capacity strengthening project” and intends to apply part of the proceeds of this grant for consulting services.
The Project Development Objective (PDO) is “to establish and strengthen institutional capacity for the management of public funds in central finance agencies and targeted sectors”.
The Consulting firm is required to support the Office of the Auditor-General in the following reform activities:
Development of a Strategy and Development Action Plan benchmarked against the AFROSAI-E SAI Institutional Capacity Building Framework (ICBF) and the INTOSAI SAI Performance Measurement Framework (SAI-PMF) that is intended to be used to establish how well a SAI performs compared to international good practices;
Review of the existing Draft Audit Manual to comply with the current National Audit Act (Act No. 76/2016), and Preparation of Risk Based Auditing (RBA) procedures manuals: Financial Audit Manual, Compliance Audit Manual and Performance/Operational Audit; and IT Audit Manual (including translation into Somali) with compliance of National Audit Act 76/2016 and conduction of on-the job training for various category of audit staff;
Accreditation on application of International Standards of Supreme Audit Institutions (ISSA) to the Office of Auditor General by giving them on job trainings.
This component will be implemented by the Office of Auditor General and will fund goods, consultancy services, training, workshops and dissemination events
Duration of the Assingment
The consulting firm will be engaged for an initial period of 12 months. The specific work plan and complete work schedule will be submitted by the consulting firm to be reviewed and approved by the Client.
The Ministry of Finance Development of the Government of Somaliland now invites eligible consulting firms (“Consultants”) in providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, and availability of appropriate skills). The shortlisting criteria will include:
Background of the firm(s): Summarizing their areas of expertise including organizational capability, years of experience and the size of the firm.
General and overall experience of the firm(s)
Summary of similar projects undertaken by the firm(s) in an environment similar to that of Somaliland.
Availability of appropriate skills amongst staff (Provide only the general qualifications and number of key staff). Do not provide CVs of staff.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The nature of association, whether it is a joint venture or a sub consultancy, should clearly be stated. In case of joint venture, the Consultant leading the joint venture should be mentioned.
The Consultant will be selectedin accordance with the Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines.
