for Ref No: PREMIS-CS-01/2019 – Endline Assessment for Public Financial Management (PFM) and Public
Administration (PA) in the Federal Member States
The Public Resource Management in Somalia (PREMIS) is a Public Financial Management (PFM) and Public Administration (PA) programme funded by the United Kingdom’s Department for International Development (DFID) and the European Union (EU). This project has been working with Somali subnational Governments, predominately the Ministries of Finance (MoF), Civil Service Commissions (CSC), and Offices of the Auditors General (OAG) of the emerging Federal Member States (FMS) in Somalia: Jubbaland State (JSS); South West State (SWS); Galmudug State (GSS); and Hirshabelle State (HSS). The overall goal of the programme has been to contribute to sound, accountable PFM and PA implementation in the FMS. To support evaluation of this work, PREMIS is seeking to engage eligible and qualified entities or persons to document the current PFM and PA situation in each FMS for comparison to a baseline study conducted at the beginning of the programme.
PREMIS is seeking proposals from suitably qualified firms or persons to design, plan, and deliver an endline assessment for monitoring and evaluating (M&E) project progress. PREMIS expects that, where possible, the following established methodologies for the assessment of PFM and PA systems will be used in the design of assessment methodology:

PA will be assessed using a bespoke methodology developed by PREMIS. PREMIS will also provide the successful bidder with baseline assessments completed in 2017. The same methodology should be applied in order to facilitate comparison.
This RFP is open to all eligible Bidders that meet the following minimum requirements:
Strong technical capacity in institutional and governance reform, especially in PFM (and preferably with working knowledge of PEFA, TADAT and MAPS approaches to evaluation).
Solid experience of, and capacity to, work in Somalia, including access to local networks. Experience working in monitoring and evaluation of donor led programmes.
In-house and associate experts with the following skillsets:
Academic qualifications in economics, accountancy, or another relevant discipline, at Bachelors Degree level or equivalent (such as ACCA or CIPFA).
At least 5 years of experience, including managing, developing and/or assessing PFM systems at a country level.
Expertise in monitoring and evaluating programmes, as well as strong qualitative and quantitative data collection and analysis skills.
Location: The assignment will be located in the referenced Federal Member States of Somalia.
