The Public Resource Management in Somalia (PREMIS) is a Public Financial Management (PFM) and Public Administration (PA) technical assistance programme funded by the United Kingdom’s Department for International Development (DFID) and the European Union (EU).This programmeis workingprimarily with the Ministries of Finance (MoF),Civil Service Commissions (CSC) and the Office of the Auditor Generals of the Federal Member States (FMS) in Somalia: Jubbaland State (JSS); South West State (SWS); Galmudug State (GSS); and HirshabelleState (HSS). The overall goalof the programme is to contribute to sound, accountable PFM and PA implementation in the FMS.  To support this work, PREMIS is seeking to engage additionalindividual consultants to act as Financial Advisers to the FMS MoF.
More specifically, the PFM Financial Adviser will serve in an FMS delivering advice and assistance to the MoF on a range of PFM policy and processes relating to budget preparation, budget execution, ICT systems operation and accounting and financial reporting.The position requires regular and consistent follow up, coaching and mentoring to counterparts. The advisor mustpossess strong analytical abilities and have a deep practical understanding of fundamental accounting principles and demonstrated ability to apply and mentor on such principles.  The PFM Financial Adviser must work daily with the state government’s Financial Management Information System (FMIS).The successful Adviser musttherefore be able to demonstrate a strong understanding of automated accounting systems and possess a keen desire to learn and self-learn.
General information
Adviser positions will be filled using a competitive selection process.  The positions are open to all eligible individual consultants that meet the following minimum qualification criteria:

A post-graduate degree in Accounting, Economics, Human Resource Management or other discipline relevant to Public Financial Management or 5+ years of relevant experience.
Experience in fragile states, preferably Somalia.
Ability to deliver technical advice and effectively work with government counterparts.
Ability to use initiative to be client-orientated in delivering knowledge and building capacity.
Excellent communication, inter-personal and team-working skills.
Political awareness, technical skills and ability to work in complex operating environments like Somalia.

Location: The assignments will be located in the Capital city of the respective FMS.  Consultants should be prepared to work in one or more of the FMS as required.
Duration: The positions will be for an initial period of 12 Months, all with possibility of extension subject to performance review. Expected start date is 1 November, 2018.
Type of Award: Individual Consultant Contract.
Proposal Closing Date: Friday, 5 October, 2018, 1700 Hours (EAT).
