Materials & Pozzolana Prospecting
Red Sea Cement Factory, Berbera, Somaliland
Introduction
Red Sea Cement, a new company jointly established by the Dahabshiil Group, Berbera Group and the Kuwaiti KIPCO intend to establish a cement factory at Berbera in Somaliland. The site of the factory will be the former Berbera Cement factory 12km south of Berbera.
This factory was based on limestone adjacent to the factory, clay/schist sourced ~15km to the southwest of the factory, iron oxide recovered from the beaches ~12km to the north of the factory and gypsum ~3km south of the factory. The factory has not operated for ~27 years since the civil war in Somalia.
Lafarge, the then operators, are reported to have conducted core drilling of the limestone and clay prior to the start of the factory in the late 1980s. However, the core logs and any geological report based on those cores are no longer available. For that reason Whitehopleman, the owner’s representative and consultant to the project, have advised that the raw materials can only be characterised as “inferred” or “possible”. The owners of Red Sea Cement would like to understand
whether it is necessary, and what would be required, to do the necessary geological work to raise the characterisation of the raw materials to “probable” and/or “proven”.
Through this RFP potential geologists are invited to submit their proposals to advise the owners of Red Sea Cement whether it is necessary, and what would be required, to do the necessary geological work to raise the characterisation of the raw materials to “probable” and/or “proven”.
Samples have been taken of the raw materials from sample pits in the deposits and the chemical composition of those samples will be made available to the successful geologist.
Also in preparation for the establishment of that cement factory Red Sea Cement have a requirement for geological prospecting for pozzolana, a volcanic material (pumice or volcanic ash), predominantly composed of siliceous or siliceous and aluminous material in the form of fine volcanic glass, which reacts with calcium hydroxide in the presence of water at room temperature. Red Sea Cement have been advised that this material may be found within the volcanic field that occurs along the way to the Qurao area or within the volcanic field which is found to the west of Berbera. Red Sea Cement will be seeking deposits of pozzolana amounting to hundreds of thousands or millions of tonnes.
Scope of supply
The scope of supply for this advice on the raw materials for the Red Sea Cement factory and pozzolana prospecting will be the following:
Geological Investigations

To provide an opinion on whether it is necessary to undertake any geological investigations to raise the characterisation of the raw materials to “probable” and/or“proven”.

If geological investigations are necessary to raise the characterisation of the raw materials to “probable” and/or “proven” then:

To visit the former Berbera Cement factory and prepare a specification for the geological investigationsnecessarytoraisethecharacterisationoftherawmaterialsto“probable”and/or “proven”.

If core drilling is considered to be necessary then Red Sea Cement may engage local or regional contractors to undertake such core drilling. The specification provided must be in sufficient detail to allow Red Sea Cement to prepare a request for proposals for that core drilling from such local or regional contractors.
If deposit block modelling and mine planning is considered to be necessary then Red Sea Cement may engage local or regional contractors to undertake such block modelling and mine planning. The specification provided must be sufficient to allow Red Sea Cement to prepare a request for proposals for that block modelling and mine planning from such local or regional contractors.
Pozzolana Prospecting
The scope of supply for this geological prospecting for pozzolana will be the following:

Study of geological maps of Somaliland to identify the regions where pozzolana mightbe found.
Geological prospecting of the regions where pozzolana might be found with priority givento those regions closest toBerbera.
Collection of samples for testing of the pozzolanic reactivity of thematerials.
Estimation of the quantities of pozzolana present at the locations where pozzolana isfound.
Preparation of a geological report providing the followinginformation:

Locations where pozzolana is found.
Ownership of the land where pozzolana isfound.
Pozzolanic reactivity of samplescollected.
Estimates of reserves of pozzolana present at the locations where pozzolanais found.

Requirements of proposals
Proposals should include the following with regard to the geological review:

An opinion on whether it is necessary to undertake any geological investigations to raise the characterisation of the raw materials to “probable” and/or“proven”.
A detailed technical description of the requirements for the proposed visit toBerbera.
A commercialproposal.
Lists of recent references for supply of similar geological advice to that being sought byRed Sea Cement.

Proposals should include the following with regard to the pozzolana prospecting:

A detailed description of the timeline and methodologyproposed.
A commercialproposal.
Lists of recent references for similar geological prospectingassignments.

Red Sea Cement expects to initiate negotiations with short-listed proposers by 10th September 2018 with the intention to enter into a contract for the supply of the services by 21st September 2018 and completion by 15th October 2018.
