CRS has a long history of supporting local civil-society organizations in Somalia and has implemented development and emergency programming in multiple sectors, primarily supported by United States Agency for International Development’s Office of Foreign Disaster (USAID/OFDA) and Office of Food for Peace (USAID/FFP). CRS’ programs in Somalia are currently focused in South Central Somalia, with a flagship OFDA project supporting integrated health, nutrition, protection and WASH interventions for IDPs and other vulnerable populations.
Job Summary:
The Risk and Compliance Officer will conduct risk mitigation related activities for the Somalia country office including sub-recipient compliance adhering to CRS policies, local laws, and donor regulations to help ensure effective delivery of high-quality programming to the poor and vulnerable. The incumbent’s knowledge and skills will help reduce risk to staff, to the effectiveness of our programming, and to the people we serve through the application of the principles of stewardship, integrity, transparency, and accountability.
Job Responsibilities:

Collaborate with the operations team and CP leadership on strengthening internal control systems and processes.
Identify risk issues and challenges and solutions to address them.
Help implement and advise on the sub-recipient financial management policy (SRFMP) and other partner capacity assessments such as HOCAI
As needed, support Nairobi CRS Ken/Som operations team with key in-country functions to facilitate procurement and supply chain per CRS and donor policies: e.g. due diligence on potential vendors.
Support the planning and performance of internal audits, control reviews and compliance assessments
Conduct audit activities and operations-focused monitoring visits/spot checks, as applicable. Help analyze results and provide recommendations.
Support the design and facilitation of trainings and institutional capacity strengthening plans for CRS and partners.
Support external audits and the coordination of action plans to close out audit findings.
As needed, serve as AAP focal point for specified projects: providing a neutral point of contact to collect and document feedback from beneficiaries, partner staff, and other key stakeholders per CRS and donor requirements.

Typical Background, Experience & Requirements:
Education and Experience

Bachelor’s Degree in Accounting, Business Administration, Risk and Compliance, or other relevant field.
Minimum of 3 years work experience, ideally with an international organization, with progressive responsibility in operations and/or programming. At least 2 of these years entailing audit, compliance, risk management, or finance experience.
Knowledge of audit standards and compliance regulations and familiarity with international standards for internal control and risk and compliance management (e.g., COSO, ISO, COBIT)
Familiarity with accounting systems.
Proficient in MS Office package (Excel, Word, PowerPoint, Visio) and information management systems.
Strong writing skills in professional English is an advantage.

Required/Desired Foreign Language: Fluent Somali and English
Travel Required: 25% to project sites outside Mogadishu (Afgooye, Cadaado, Baidoa, Luuq, Dollow, and possibly more)

Internal: Somalia Emergency Coordinator, CP Operations team, EARO Compliance, CRS Somalia project managers and project officers
External: INSO and UNDSS officers, Implementing Partner operations staff and senior management
