Peace and Security Cluster
The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Head of Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Head of Cluster who has the overall authority and accountability for the performance of the Peace and Security Cluster on behalf of its clients.
UNMAS United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department: of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.
UNMAS as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to AMISOM as part of a logistical support package. Non-lethal tactical advice and analysis is delivered by UNMAS technical advisors located in each AMISOM Sector Headquarters and at AMISOM Force Headquarters, who support AMISOM planning and operations. UNMAS support includes both enabling (‘operate in spite of IEDs’) and response (‘defeat the device’). As a component of the UN Mission in Somalia (UNSOM) UNMAS also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor.
Somalia
Since 2009 UNMAS has been mandated through the UNSOS to support the African Union Mission in Somalia (AMISOM) with training and mentoring in explosive ordnance disposal (EOD) and improvised explosive device – defeat (IED-D), provided the relevant specialized equipment and the use of explosive detection dogs (EDD). The AMISOM support project is the core UNMAS project and contains a number of sub-projects within the whole. In addition, UNMAS is mandated through the United Nations Assistance Mission in Somalia (UNSOM) to deliver projects associated with: Weapons and Ammunition Management; stabilization and employment; humanitarian demining; EOD/IEDD with the Somali Police Force, and capacity development with the State body for Explosive Hazard Management and the coordination of humanitarian demining. UNMAS, a component of the UN Department: of Peacekeeping Operations Office of Rule of Law and Security Institutions, draws upon project management services from UNOPS for implementation of its field operations.
Under the general direction of the Senior Programme Officer (SPO) the job holder will conduct the following tasks:
Assist the SPO and front office management prepare for internal and external meetings by developing and coordinating inputs and speaking points;
Act as first line ‘information filer’, helping manage information flow to and from the front office;
Facilitate the flow of communication between teams, sections and front office;
Develop and maintain a tracking system to assist the front office in following up on pending issues;
Provide and maintain clear documents on management’s actions taken on programme issues, and bring matters that need decision by the management to his/her attention;
Follow up on programme action points to ensure deadlines are met, identify delays and bring to the attention of front office;
Provide support to the front office management and SPO, including open-source research, organization and management of schedules, coordination of events, travel, administration and security clearance;
Provide general administrative assistance while managing the day to day running of the office to ensure smooth, effective and efficient operation;
Support in the planning of front office field missions, sector visits and regional offices;
Coordinate and backstop management in all administration and other related matters;
Compile and oversee the maintenance of key UNMAS Somalia products, and edit the weekly, monthly and other reports in line with activity and events;
Collaborate in monitoring control of all staffing issues as required by the management’s demands including training and staff performance review;
Contribute to the dissemination and sharing of best practices and lessons learned for corporate development planning and knowledge building;
Provide communication support to the SPO, such as research, drafting emails, memos, minutes of briefs, presentations and talking points;
Support in organizing presentations, ensuring appropriate presentation style and accuracy of information;
Set up spreadsheets, database files, and tables ensuring appropriate presentation style and accuracy of information;
Initiate and minute, on Skype or other tele- or video- conference means, internal project management coordination calls, including attending meetings and taking minutes;,
Support and coordinate meetings and document papers, including taking meeting minutes and circulating in support of the Department:;
Perform duties as front office focal point and programme focal point for Gender;
Maintain and monitor the Gender and Diversity work plan for Somalia Programme;
Facilitate and organize Gender Mainstreaming workshops and keep up-to-date with UNMAS strategic plan on gender parity;
Support, assist in special assignments/projects for SPO, and serve as his/her representative at meetings with other organizational/unit focal points for planning and coordination purposes;
Perform any other tasks and duties as requested by the SPO and/or front office.

Education:
A First Level University Degree (Bachelor’s Degree or equivalent) in Business Administration, Development Studies, International Relations, Social Sciences, Administration or related field with 2 years relevant experience is required.
Experience:
Relevant experience is defined as experience working in general business administration, programme or operations support, or administrative support.
Experience writing reports is required.
Experience in organizing and conducting presentations is required.
Computer literacy is required.
Languages:
Fluency in English (spoken, reading and written) is required;
Knowledge of an additional UN working language desirable.
