ROLE PURPOSE:
The Technical Advisor (TA) – Teachers Education, will provide overall technical advice and support to all projects related to Teachers Education in Somaliland. He/she will be responsible for technically assisting the Ministry of Education and Science particularly the teacher education college in planning and delivering a quality teacher in-service and pre-service teacher training program under the guidance and leadership of the Education Consortium Manager. The job holder is expected to have in-depth professional knowledge and experience in teacher education curriculum implementation, teaching pedagogy and mentoring planning and management. S/he will be responsible, under the supervision and leadership of the Education Consortium Manager for development of teacher training strategy and provide hand on support to the national teacher education college management in timely planning and execution of all teacher education programs. S/he ensures that teacher training programs are implemented in effective manner. He or she will support the teacher education college the use of appropriate, cost effective and innovative approaches of delivering the training programs through providing training of trainers and development of effective mentoring plan. The job would demand frequent interaction with and provision of technical support to MOEs relevant staff, college academic and quality assurance teams, trainers and trainees. She/he will work with program teams to promote and disseminate good practices and lessons learned in technical aspects of teacher training internally and support Area teams in advocacy at Area level on quality.

KEY AREAS OF ACCOUNTABILITY:
Teacher Education Program Planning and implementation
Technical advisor for teacher training will support the Ministry of Education and Science in finalizing the teacher education policy and operationalization through decentralization to the regions and districts.
The TA will provide support to the Ministry of Education and Science in General and particularly the teacher Education college in assessing the current situation of teaching force and teaching quality and development a long term and short term teacher training program.
The TA will closely work with teacher education unit and teacher education college managers to establish a criteria of selection of teacher trainees in both pre-service and in-service training programs.
The teacher training technical advisor will provide over all guidance and orientation on the review/development of pre-service teacher training curriculum and development of teacher training modules.
He/she will provide technical support in in-service and pre-service teacher training curriculum implementation planning and preparation of appropriate training materials and training aids.
Carry out field visits to document observations and experiences and quality technical issue of the teacher trainees and share with the Ministry and program management to influence management action for improvement of technical aspects in projects.
Technical Assistance and Capacity Building
The teacher training technical advisors should support the college teams on development on key management competency areas, including human resource management, Project Management and resource mobilization, Organizational development, Organizational Behaviour, among others.
He/she should lead a Capacity assessment of TTI management staff – to identify training needs and develop capacity development plan (overall capacity low so would need to prioritise and align with other projects) – trainings to be conducted by consultant.
He/she should provide a continuous professional development training to the teacher education college staff as per need identified and development and implement a relevant and sustainable capacity building plan for teacher training teams, trainers and other training staff teams in areas of teachers’ education for quality delivery and enhanced capacity for sustainable promotion of teacher education programing in line with Somaliland Education Strategic plan
He/she should provide high quality technical inputs in to developing cost-effective, innovative and sustainable programs related to teachers’ education for quality children’s education in Somaliland
He/she should work with the Somaliland Teacher Education College to develop a quality teacher education programmes team to provide technical guidance and inputs to the academic teams for them to develop teacher training strategy and operational plans.
He/she should provide assistance to the teacher education college management in developing an effective in-service teacher trainees mentoring strategy to provide an outreach training and mentoring to the in-service trainees at school level.
He/she should support to the college management team in establishing a teaching practice program for the pre-service teacher trainees in the last semester of the training program.
He/she should provide guidance and support to the Ministry of Education and Science particularly the teacher education college in developing a standard assessment and evaluation techniques in line with the teacher Education curriculum.
He/she should support the Ministry/teacher education staff in identifying and addressing technical gaps in planning, implementation, monitoring and reporting of teachers’ education projects, in coordination with quality programmes team.
Coordination and Collaboration
Ensure that education projects are implemented in close coordination with consortium members and other education actors
Establish good working relationship with respective MOEs and consortium partners and other education actors involving the teacher professional development programs.
Report Preparation and Submission
Ensure timely teacher training progress reports are submitted to the consortium Manager and Director General of the Ministry of Education and Science.
Provide technical support to the ministry of Education and Science and particularly the teacher training college in training program documentation and reporting.

QUALIFICATIONS AND EXPERIENCE
Degree in education or a related field. Additional training and experience in teachers’ training and pedagogical methods will be an advantage.
Substantial experience (at least three years) in planning and management of teacher training education programmes in Somaliland
Relevant trainings in the area of education project management and monitoring
Experience of working with local/national governments and capacity building of systems, partners and staff
Ability to extensively travel for training monitoring and provide on-site technical support to field teams
Good interpersonal and communication skills including influencing, negotiation and coaching
Good experience in working at grass root level including teachers, CECs, children, REOs, DEOs, TTIs and local implementing partners
Good understanding and experience in child rights programming approaches
Conversant with National Education Policies, teacher training policy and strategies relevant to education
Good skills and experience in writing monitoring and project progress reports Fluency in spoken and written English
Proficiency in using computer applications
