TECHNICAL ADVISOR and
VETERINARIAN PROJECT OFFICER

Taakulo Somaliland Community Commonly known by the acronym “TASCO”. TASCO is a multifaceted non-governmental, non-profit making, non-political and non-partisan development and humanitarian aid organization established in 2007 and headquartered in Hargeisa, Somaliland. Taakulo is a Somali word meaning “helping/aiding”. TASCO is dedicated to helping the disadvantaged people and communities throughout Somaliland by engaging in development and related activities and also providing relief support and assistance, facilitating and promoting participatory local community activities and programs that emphasize human dignity and self-reliance.
Acute humanitarian crisis, food shortages Caused by Tropical Cyclone Sagar. On 19 May, the tropical cyclone, which had formed in the Gulf of Aden- between Yemen and Somaliland made landfall in North-Western Somaliland and Djibouti three days after it formed (OCHA-May 19). The heavy rainfall, strong winds and dangerous flash floods that hit the coastal areas of Somaliland resulted into loss of lives, crops, livestock as well as the destruction of property and infrastructure. The proposed project will be implemented over a period of 3 months in Balliga and Tuurka of Lughaya district, Awdal region. The 2 villages are high priority for unconditional food Voucher distribution live saving intervention, based on Cyclone assessment Reports from Somaliland Government, FSNU and Inter agency in Awdal Region results.
The project has come at a time when impacts of sagar Cyclone affected communities in Lughaya District, where that people are poor of the poorest and don’t have capability to solve problems that they face the effect of Sagar Cyclone and also aims to appeal for this vulnerable communities to improve their livelihood, Restocking, Agricultural inputs as well as fishing gear and equipment in Lughaya district of Awdal Region. Hereby, TASCO is providing assistance to Sagar Cyclone affected communities’ through provision of livelihood, Restocking, Agricultural inputs as well as fishing gear and equipment in Lughaya district of Awdal Region

Technical Advisor Role of the Technical Advisor

The Technical Advisor will be responsible for advising the Program Team in general and the Executive Director in particular, on various technical and organizational matters for smooth implementation of the project. Besides the advisory role, he/she will streamline the project’s activities as per the project document.
Technical advisor responsibilities.
Technical Advisor, under the guidance of Project Manager is responsible for all aspects of
Consulting Construction/Rehabilitation s and will carry out the following work.
Advising all technical fishing equipment’s, Rehabilitation activities , Agriculture inputs and preparation of related Documents like BoQs , technical specifications and  technical designs as well as tender documents and selection of appropriate implanter contractor etc.
Guiding the sub-contractors/staff for proper construction and rehabilitation.
Visiting/monitoring the fishing sites , rehabilitation , land preparation in the farms and guidance of to the staff for prober works
Required Qualifications/Skills Qualifications and skills

At least a Masters’ (MSc/MA) degree or equivalent in a field relevant to this assignment.
Excellent understanding of the Project Cycle Management.
Demonstrated excellent command of spoken and written English.
Proven facilitation, analytical and report writing skills;
Proven interpersonal and diplomatic skills; and
Proven conflict sensitivity and understanding of gender programming.

General professional experience

Minimum of 10 years’ experience working in senior level in Soil and Water Conservation projects in Africa;
Proven experience in Project Management skills including financial and physical progress monitoring and reporting. Experience in setting up M&E systems preferred but not essential;
Demonstrated experience with public sector clients; and
Relevant work is required and would be an added advantage.

Specific professional experience

Demonstrated experience (minimum of 8 years) in project design, formulation and implementation of Soil and Water Conversation Projects. Examples of projects managed in the last three years might be requested for;
Experience in ministerial capacity building including experience elaborating agricultural policy and agricultural rules and regulations.
Proven capacity to supervise, train and coach teams.

Field Veterinarian Officer About the Job

Taakulo Somaliland Community (TASCO) is looking for a Veterinarian Project Officer. Vet project officer will be responsible project implementation restocking activities to ensure health and welfare of livestock. The Veterinarian implements the Animal Health Program in line with the outlined guidelines from the Ministry of Livestock and Fishery. He/she assesses, monitors, selects projects beneficiaries, Duties and Responsibilities
Conduct community awareness/sensitization meetings on livestock/agro pastoral activities.
Facilitate participatory community planning in target communities to define community gaps and provide basis for planning.
Lead restocking activities in the area;
Develop work plans weekly, monthly and quarterly to ensure effective implementation of
livestock/agro pastoral related activities as detailed in the implementation plan.
Facilitate identification/formation of local structures (livestock groups, cooperatives and marketing groups in the villages or in the district of intervention.
Facilitate in beneficiary identification in consultation with the communities and local leaders.
Identify key capacity gaps and problems for livestock keepers, community animal health workers on livestock related technical issues or animal husbandry practices.
If you are interested you should possess the following qualifications and experiences and have the following competencies:
Degree in Veterinary Science;
At least 2 years’ experience in a similar position;
Fluency in English;
Ready to work in adverse environment;
Experience in preparing monitoring and assessment reports Proficiency in Ms Office Suite (Especially Excel and Word); High level of confidentiality.
