TERMS OF REFERENCE FOR SHORT-TERM CONSULTANT FOR INCOME GENERATION ACTIVITY (IGA) TRAINING UNDER BMZ PROJECT
1.0 Introduction
Save the Children International (SCI) is a non-governmental organization whose mission is to fight for children’s rights and deliver immediate and lasting improvement to children’s lives worldwide. SCI has been operational in Greater Somalia for over 40 years. Current programs straddle relief and development in various sectors including Health, Nutrition, Child Protection, Child Rights Governance, Vocational and Skills Training, Education and Food Security & Livelihoods (FSL) working in Somaliland, Puntland and Central South Somalia to help communities cope with drought, conflict, displacement and flooding.
Project Objective: BMZ Project (Federal ministry of economic co-operation and development) with an aim of men, women and children in vulnerable communities are more resilient to shocks and increase the resilience of people to resist and recover from the impact of cyclical stocks and implement activities that span from short term humanitarian support to long term resilience building using the durable solutions approach to IDPs crisis in Mogadishu. Providing meaningful livelihood opportunities to IDPs, returnees and host communities, especially women and youth who already experience high levels of unemployment, is a critical part of durable solutions to support vulnerable populations to make the transition from assistance to self-reliance and to create a conducive environment for (re)integration.
Save the Children is responding through the Promotion of alternative income generating opportunities for vulnerable groups, improving access to market-driven technical skills building for young men and women, strengthening social protection for vulnerable populations and Improving access to and sustainability of WASH systems and structures to continue humanitarian needs of a population that has been through one of the world’s worst humanitarian crises.
Save the children international wishes to contract a short term consultant to provide business skills training to 250 household beneficiaries on Income Generating Activities (IGA) planning, implementation and sustenance.
2.0 SCOPE OF WORK:
This assignment will be focus on training select community members on identification of viable business opportunities, planning, and startup in order to sustainably manage to promote household income diversification and economic growth. The duration of the training will be 6 days, with total of 250 participants comprising 4 groups (2 groups will be 63 while the other two groups will be 62) participants per group.
The TRAINING outcome:
The training will empower beneficiaries to identify and assess viable IGA opportunities in their communities, invest, start and manage sustainable income generation activities through application of entrepreneurial and business skills.
 
OBJECTIVE:
 
To provide Business management training to targeted poor households including IDPs and marginalized groups in order to achieve significant diversification and economic growth of households in Mogadishu; impart attitude, knowledge and skills in entrepreneurship to enhances household food security and self-resilience; and provision of tools kits to individual or groups beneficiaries thus facilitating entry into self or wage employment.
Methodology:
The overall training process will be highly experiential and participatory. The discourse approach involves various techniques including but not limited to Brainstorming, Interactive Q and A, Group work exercises Case study, Role play and business modeling. The 250 beneficiaries will undergo 80 hours’ business, entrepreneurship, bookkeeping and business planning skills training through appropriate facilitative methodologies. Beneficiaries will be assisted to produce
their own business plans at the end of the training. After the training, beneficiaries will receive start-up capital to commence their income generating activities. Subsequent mentoring activities will be facilitated by project staff.
Specifically, the consultant will undertake the following key tasks.

Conduct a needs assessment or access one from the program staff.
Analyze relevant project documents and market survey reports.
Present an inception training plan complete with Goals, objectives, topic and subtopics, methodology, session plans, teaching aids, activities and expected outcomes for each presentation.
Prepare a training program to include entrepreneurship, business training, marketing, basic bookkeeping and business planning.
Prepare session plans and handouts
Deliver the training through participative methodologies.
Administer daily feedback forms and end of training evaluation.
Write draft and final report –Include follow-up and implementation schedules as per provided report format.

DELIVERABLES:

250 beneficiaries for BMZ project trained in Business and entrepreneurship.
Inception training plan
Business plans- individual or group- developed.
A comprehensive training report.

DURATION OF THE ASSIGNMENT:
The duration of this assignment overall is 6 days including preparation and report writing?
Specific schedules will be agreed with the selected candidate.
QUALIFICATION AND EXPERIENCE OF THE CONSULTANT
To qualify for this assignment, the consultant

Have minimum degree in Economics Development or entrepreneurship or BA-com.
Certified training of trainers
Over 5 year’s training –informal and formal-
Demonstrated experience and proven record in undertaking similar assignments
