TERMS OF REFERENCE FOR THE PROJECT OFFICER
Job Title: Project officer
Duty Station: Burao, Togdheer Region with frequent travel to the filed.
Duration: The contract will be yearly basis upon the project lifetime with 3 months of Proportion period
Reports to: Executive Director
Background Summary:
SYS-Burao is a local, youth-led, non-governmental, non-profit making, developmental organization dedicated to improve the quality of life for the Somaliland youth communities through the provision of enhancing Livelihoods, youth self-employment opportunities and access to   decent work for urban Youth by stablishing innovative youth agro-business and entrepreneurships, technical vocational skills (TVET) for income generation, Non-formal education, recreational/sports activities. Health and nutrition programs, Community mobilization, awareness raising, community-based health promotion and conflict resolution and reconciliation activities., food security, water and  sanitation, capacity  building, ,  psychosocial  support,  and  FGM, gender-based violence (GBV), FGM  prevention and mitigation work and humanitarian interventions during emergencies are carried out as need arises. The genesis of SYS dates back to 2001 and even since the organization has been working in above sectors and its interventions reaching the under-served youth and women population with Burao youth centre and health integrated clinic in Burao. SYS operates across the entire six regions of Somaliland with particular focus on the eastern regions of the country (Togdheer, Sool, Sahel and Sanaag regions) with ongoing programmes.
SYS-Burao is looking for a Project Officer for DFID funded SHINE programme- Enhanced Quality and Utilization of health and nutrition services under Local Authority Stewardship (EQUALS) being implemented in Togdheer Region.
Job Summary
Under the guidance and supervision of SYS Executive Director the project officerwillsupport theimplementationoftheDFIDSHINEprogramworkplan intheregion byprovidingtechnicalleadershipand supervisionacrossthe entire projectcycle with RHO and HPA.  He/shewillprovideregularupdatespertainingtotheperformance oftheprojectactivitiesagainsttheindicatorsinthelog-frame.Regularly coordinate monthly technical supervisiontohealth facilities withD/RHOs,prepareand implementmonthly,quarterlyand annual workplansinatimelyfashion, keeptrack oftheprojectworkplan and coordinatesactivitieswiththeR/DHOs, HPA and Internationalpartners,providetechnicalsupporttothedelivery ofquality integrated health  and  nutrition services,take thelead inplanning,coordinationand execution ofM&Eactivities includingdatamanagement,documentation, DQAsand theproductionof monthly and quarterlyreports,and  sharingbestpractices.It also providessupportiveinteractionswithother departmentsincludingfinance,logistics.
KEY RESPONSIBILITIES:

Project officer will be responsible for the community health activities: by conducting social mobilization awareness campaigns for Emergencies, Outreach activities and vaccination campaigns etc with RHO
Shall be Supporting referrals system with DHO
Conductingand organizing CHCs and RHBs in meetings and feedback reporting
Take the lead for Client satisfaction surveys with the D/RHO
Establishing TBAs and FHWs women focal points to support community health interventions and referral of emergency cases from the community.
Strengthening the capacity of the MOHD and health facility staff to increase Somaliland ownership of SHINE Supply Programme with HPA and RHO.
Shall develop communication strategy and materials as well.
Creating peer groups that will support the community health interventions and in turn support access and coverage of SHINE indicators.
The provision of innovative technology in awareness raising campaigns and group health education sessions
The project officer will support the implementation of the DFID SHINE program work plan in Togdheer region by providing technical leadership and supervision across the entire project cycle specially, community health program
They will provide regular updates pertaining to the performance of the project activities against the indicators in the log-frame.
Regularly coordinate monthly technical supervision to health facilities with D/RHOs and HPA.
Prepare and implement monthly, quarterly and  annual work plans in a timely fashion, keep track  of the project work plan  and  coordinates activities with the R/DHOs, HPA and  International partners,
Provide technical support to the delivery of quality integrated health  and   nutrition  services,
Take the lead in planning, coordination and execution of M&E activities including data management, documentation, DQAs and the production of monthly and quarterly reports, and sharing best practices or participate join monitoring activities with R/DHOs and HPA
This position is responsible for the formation and strengthening of partnerships with D/RHOs in MoHD, development partners, relevant agencies and the community.
It also provides supportive interactions with other departments including finance, logistics

Required Skills and Qualifications:

Degree in Public /Community Health or other  closely related field;
5+ years of experience in the International Health field in NGO/INGOs setting
3+ years’ experience in supervising/implementing Integrated Health & Nutrition programmes with particular attention to Reproductive Maternal New-born and  Child Health and  Nutrition (RMNCHN)
Strong background in community health
Significant experience in capacity building of Health workers multiple  stakeholders, including host  country governments, UN agencies, and  private sector;
Proven ability to collaborate with multiple stakeholders including government, local and INGOs.
Experience in DFID funded programs will be an added advantage
Good understanding of M&E methodologies, data management frameworks, and reporting
Excellent organizational,analytical, diplomatic, oral, and written communications skills.
Excellent oral and written communication skills, demonstrable computer skills (should be knowledgeable in MS Office packages MS Word,  Excel  and

PowerPoint, Internet)

Fluent in English and Somali and should be able to work in isolated hard to reach remote locations.
