Responsibility for Logistics arrangements and Costs
No logistics arrangement are required. Soft copies of FGDs will be provided to the consultant.

Taxation Provisions
Consultant shall be responsible for all Taxes arising from the consultancy in line with the Somaliland Tax regulations applicable at the SCI contracting office named above

Travel requirements
No travel requirements for the consultantancy is required.

Security requirements
Consultant will comply with standard Save the Children Security procedures, including the completion of SCI online security training prior to travel, if needed.

Qualification and Experience
• A minimum of first degree relevant to the area of the task (e.g. statistics, social work, community psychology, gender studies etc.).
• Proven experience in conducting quality audio transcriptions and translations of FGDs in development programmes
• Thorough knowledge on the relevant thematic area and East Africa context.
• Strong child rights and child protection programming skills (child participation skills an asset).
• Excellent knowledge on data collection, organizing and analysis
• Experience in transcribing and translating FGDs from Somali to English
• Proven experience in working with NGO/INGOs and with the local community.
• Understanding and commitment to Save the Children’s vision, mission and values.
• Experience in working in Somalia/Somaliland will be an added value.
• Highly proficient in spoken and written Somali and English

Terms of Reference for
Transcription/Translation of CHOICES Qualitative Data Collection FGDs
Introduction
Challenging Harmful Attitudes and Norms for Gender Equality and Empowerment in Somalia (CHANGES) is a program with the overall goal of empowerment of women and girls leading to greater gender equality and the reduction of harmful practices, especially female genital cutting (FGC) and child marriage. The project theory of change posits that by strengthening the structural environment while improving the knowledge of the community (women, men, boys and girls) regarding the negative consequences of gender inequality and harmful practices, and strengthening women’s economic empowerment and their earning potential. The CHANGES project will lead to a change in their attitudes to the value of women and girls in society and their productive potential outside their reproductive role. The increased value of women and girls because of their economic empowerment will result in reduced incidence of FGC and child marriage as they attain greater voice, choice and control over their bodies and futures.
The DFID funded SnaP/ CHANGES project evaluation is funded by the World Bank and involves an impact evaluation for which there is a significant qualitative research component. The research/ evaluation component focuses on the effectiveness of the CHOICES gender norms transformation model with 10-14 year olds.
The CHOICES model targets changing attitudes and behaviours of very young adolescent (VYA) girls and boys aged 10-14 years towards greater gender equality in the home. The evaluation will focus on measuring the impacts of the CHOICES model in increasing gender equality and assess the marginal effect of this model in conjunction with an Engaging Men and Boys (EMB) model. The implementation of the CHOICES model is primarily planned for seven targeted districts: Hargeisa, Berbera, Erigavo and Badhan from Somaliland; and Galkayo and Galdogob from Puntland.
As the first round of CHOICES training in Galkacyo and Erigabo comes to an, SCI Somalia will begin to pilot qualitative tools to capture learning around if and how the CHOICES model has been effective in changes gender norms and perceptions amongst very young adult and their parents.
The project is supported by the Department for International Development (DfID) and Norad under the Social Norm and Participation (SNaP) program. The program is implemented by a consortium led by Save the Children in partnership with Care International and International Rescue Committee (IRC) with financial and technical support for the impact evaluation from the Gender Innovation Lab (GIL) of the World Bank.
Purpose
The study intends to measure children’s current ingrained attitudes towards gender norms in household task distribution, their practices with gendered tasks, personal ambitions. Children participating in the training sessions were randomly selected from the 4200 baseline children listed to be regarded as Very Young Adolescents-VYAs. A set criteria of using children’s sex and school were employed for stratification purposes. Also, children’s parents or guardians participated in the baseline who were also be selected randomly through Kish approach and took part EMB training. The Research and Meal programme team carried out qualitative data collection. The data is collected from Galkacyo and Erigabo districts. In Galkacyo and Erigabo, the team collected data from CHOICES FGD, CHOICES+EMB FGD, Control Group FGD as well as boys and girls that attended CHOICES and EMB interventions. Following the data collection the training participants, the CHOICES and EMB facilitators in Erigabo and Galkacyo were also interviewed.
Method
The consultant will translate and transcribe 16 FGDs in a standardised way where all the information in the voice recorders will be captured and noted in the transcriptions. The consultant will perform a word-to-word transcription while also taking notes of indecisions, whispers etc. as much as possible to dwell those writing the report in the same environment the data collection took place. The consultant will have the data in folders and will keep it in his/her computer. The consultant will also be given a soft copy of word documents for a draft transcription of the 16 KIIs.
Output
By the end of this short-term consultancy services, the consultant will hand over to save the children a translated and transcribed version of all the transcriptions of the voices in a Micorosft Word Format.
Proposed timeline
The assignment will take 10 days starting from the contracting date.
