Operations and Procurement Officer
Background
The Government of the Federal Republic of Somalia decided to establish a National Economic Council (NEC) as an advisory council that supports the President and government on management of pertinent economic policy matters, as well as provides objective evidence-based economic analysis and policy advice on the development and implementation of   domestic and international economic policy issues. The NEC will be established for a term of four years that could be renewed with the approval of the Federal Government
Under the National Economic Council, an Economic Policy Analysis Unit is formed to be responsible for the operational and institutional support of the NEC and national economic and resources management oversight. The Policy Unit will assist the NEC provide the President, the Prime Minister and Senior Policy Makers of the Federal Republic of Somalia with objective and timely policy analysis to promote the achievement of national development goals, as well as provide technical support for policy implementation. The Unit will assist the NEC in the production of high quality policy analysis aimed at providing the leadership with sound choices and alternatives. It would also coordinate technical and analytical support of other agencies as well as engage in information dissemination and advocacy to promote public understanding on government policies.
The Unit will be staffed with macroeconomic and sector policy specialists, governance and development experts who will operate jointly with public service officials, at all relevant government agencies including those in charge of economic policy formulation and execution. The EPAU will assist in re-building institutional capacity within the economic and financial institutions of the country, and build on existing and on-going efforts to strengthen economic management processes and systems in Somalia. The EPAU will be set up at the Ministry of Planning, Investment and Economic Development.
Objectives of the Position
The overall responsibilities of Operational officer are: (i) to manage the office work, procurement and logistics of the unit, (ii) to perform secretariat work for the unit
She/he will carry out all tasks in strict compliance with the rules and regulation set forth by the unit.
Duties and Responsibilities of the Operations and Procurement Officer:
The Operation and Procurement Officer shall do everything necessary to meet the responsibility of the unit, including but not limited to carrying out the following tasks:

Ensure that all procurement and contracting processes are in full compliance and all activities are up to date with Government and donor reporting and auditing requirements.
Arrange logistical organization of meetings for the National Economic Councils
Responsible for the travel arrangements of the council and other protocol duties
Coordination with suppliers and preparation of procurement documents
Maintain inventory of office stationery etc.
Maintaining personnel files of the employees.
Assist Accounting/Finance Manager.
Ensure that all necessary documents are collected and submitted to the accounting manager
Maintains calendar of meetings and up-to-date mailing list of all members
Prepares minutes of meetings, work plans, calendars and agenda.
Maintain a record-keeping system for all activities of the National Economic Council.

Qualifications and Education Requirements
Education: Master degree in Public Administration, or Business Administration or Bachelors degree with additional 10 years of relevant professional experience that includes work on procurements and logistics.
Experience: The Operational and Procurement Officer will need to demonstrate skills and competencies in the following areas:

Minimum of 8 years related experience in procurement and operations.
Experience in procurement process, government procurements
Excellent communication skills and ability to work in a team environment
Ability to organise high level meetings
Ability to perform secretariat duties
Proficient in MS Office, with advanced excel skills

Language Requirement

English
Somali

Starting period and duration of assignment: Indicative start date is October 2018. The contract is expected to run for a period of 6 months. The Operation and Procurement Officer will have a three months’ probationary period.
Location of the assignment: 
The duty station is Mogadishu, Somalia. The Operation and Procurement Officer will be based in the EPAU/NEC office
