Project Officer/Mobilizer– Garowe, Somalia
Shaqodoon was founded in 2011 and is an upshot of a former USAID funded livelihood project “Somali Youth Livelihoods Program” implemented by EDC that provided youth living in Somalia/land with greater opportunities to access work, training, internship and self-employment opportunities.
Shaqodoon is a Somali word for “job seekers.” The organizationprepares through skill training and links ‘Shaqodoon’ with the local business community, other potential employers and over and above encourages the youth to articulate an entrepreneurial culture. Through demand and needs based support, Shaqodoon provides training and coaching to private sector companies with the aim of creating new employment opportunities for youth. Shaqodoon provides mobile enabled services including SMS and Interactive Voice Response (IVR) feedback systems, market information systems, investment platforms and more recently crowdfunding platforms linked to local mobile money services and remittances.
Shaqodoon in partnership withSomReppartners are implementing the South West State Drought Recovery project designed to address specific needs and constraints of agro-pastoral and pre-urban communities by supporting functioning and effective formal and informal groups, institutions and governance systems that support resilience building at household and community level Community Action and Adaptation Plans and resource mobilization in Hudur and Qansahdheere.
The Project Officer/Mobilizer will be based in Garowe. He/she will closely work with the Project Manager based in Garowe and will supervise community mobilizers based in Hudur and Qansahdheere.
Responsible for implementing project deliverables in the region as directed by the project manager
Responsible for planning and reporting project activities
Responsible in liaising closely with the Good Will Ambassadors
Mobilize and Train local communities in using the SM/IVR beneficiary feedback services and crowdfunding platform.
Implement the project’s communication strategy in the project locations to ensure full engagement of beneficiaries to the project including resource mobilization and regular feedbacks.
Training of partner organizations and community mobilizers on the partner portal to ensure two communications between beneficiaries and implementing agencies.
Introduce and represent the project to local authorities, private sector companies, local communities, and local officials.
Working closely with partner organizations assist in setup of project committees and establish legal status.
Assist opening of bank accounts with established community members
Conduct mapping exercises as directed by the project manager
Regularly advise the project manager on implementation of the project with local expertise and factors that could hinder project delivery
Participates in the documentation, monitoring of activities and compiling of weekly updates and monthly/quarter reports.
Supervise community mobilizers
Able to travel regularly to project to locations and other parts in the regions as required.
ACADEMIC AND PROFESSIONAL QUALIFICATIONS
Minimum of a bachelor’s degree in communications, business administration, Community Development and or a post graduate diploma in a relevant field.
SKILLS AND ATTRIBUTES
Willingness and ability to relate with vulnerable and marginalized communities
Ready to work in a dynamic environment
Sound knowledge of the industry, the development sector and the socio-economic and political situation in South West State and demands of conflicting interests.
An understanding of financial reporting
Proven fundraising abilities and networking.
Excellent interpersonal skills and demonstrated leadership and the ability to resolve conflicts.
Excellent communication skills and the ability to speak and write English and Somali.
Excellent organizational, analytical and problem-solving skills.
Good working knowledge of computers and computer applications.
Willing to travel regularly including working harsh conditions.
Be able to mentor and motivate junior staff
Have at least 5 years of relevant working experience and at least one years in a senior position
