The Ministry of Constitutional Affairs invites applicants who are citizens of Somalia for the following consultancy position:

The Federal Ministry of Constitutional Affairs (MoCA) mandate is to facilitate the creation of enabling conditions that would ensure the effective implementation of the constitutional review and implementation process. Its role therefore includes: promoting and facilitating political and public consultations on the review process with the Joint Oversight Committee of the Federal Parliament of Somalia, the Independent Constitutional Review and Implementation Commission, Federal Member States, political, social and cultural groups and the Somali people in general in order to create an open, transparent and inclusive constitutional review process.
The Constitutional Review and Implementation Support Project Initiation Plan (PIP), endorsed in February 2018, supported the Ministry of Constitutional Affairs to formulate and develop its Master-plan upon which the constitution review process will start. The PIP supported the initial activities required to take place to ensure an inclusive consultative process is in place to endorse and adopt the Master-plan. During the PIP period, the MOCA held extensive consultations with key role players and stakeholders that provided the current phase of constitutional review with the required legitimacy.
The constitutional review support project is designed to provide responsive support to the constitution-making bodies, particularly to the activities of MoCA; and support for public education and consultation, particularly envisaging the inclusion of women, youth, minorities, and other marginalized people. The projects envisaged in the MoCA Master Plan, especially with regards to consultative processes and civic education, are considered important entry points for respective Project activities. The objective of the assignment will be to provide expert advice and strategic guidance to the Minister and the Director General on the political and constitutional matters.
Scope of Work
The consultant will provide technical advisory support to the minister on the constitutional review process, continued strategic support to the functioning of the ministry. The policy advisor is to provide independent analysis, advice and recommendations to the ministry. He/She will be responsible to identify significant issues and determines the need for direction from the ministry. The policy advisor coordinates various policy reviews and other major policy related issues.
Functions/Scope of work will include:
Lead the ministry towards realization of its goals, vision and mandates regarding to constitution review process;
Support and guide the minister in the implementation of the joint roadmap throughout the review process and promote women’s participation in the Constitution Review Process.
Provide technical and policy guidance to the minister on facilitating political negotiations at Federal Government level with the Federal Member States.
Support senior staff of the ministry with policy initiatives which can include legislative, review and giving advice on specific areas on the constitution review process;
Build and maintain good working relationship with strategic partners to enhance successful implementation of the constitution review process
Serve on various standing technical working groups, ad hoc committees and task forces as required and represent the ministry at meetings and conferences on the constitution review process.
Assist the minister in managing and interpreting political and policy developments and identify opportunities to engage in dialogue with policy makers and highlighting initiatives;

Reports to be provided:
Monthly report for completed activities and deliverables with documents developed, training and workshop reports.
Quarterly Narrative Report
The consultant will work in the ministry office in Mogadishu with possible travels to the regions, under the supervision of Director General of the ministry. Achievement of deliverables will be approved by the Director General of the Ministry.
Payment will be made upon certification by supervisor including time sheets for actual dates of work and consultant performance in accordance with activities and deliverables as reported in the activity report.
Duration of work
The contract is six (6) months from the period July – December 2018.
Qualification and Experience
The candidate for this position must have:
University degree in Public Policy, International Relations and Political Science and Governance or a related discipline;
At least 10 years of relevant experience in position related with planning and policy, governance or constitutional affairs;
Demonstrated experience in policy development, strategic planning and/or high level public sector management, and to prepare well written and researched policy documents;
Experience in drafting reports, briefings and training materials
Sound demonstrated understanding of gender issues and principles;
Skills and Competencies
Excellent understanding of Somali political and constitutional history.
Shows persistence when faced with difficult problems or challenges. Remains calm in stressful situations;
Excellent communication skills, including the ability to convey complex concepts and recommendations, both orally and in writing, in a clear, concise style;
Ability to work with minimum of supervision; and to work effectively with people of different national and cultural backgrounds.
Ability to deal patiently and tactfully with staff members and others and to have a high sense of confidentiality, accountability, initiative and good judgment.
Proven leadership ability and management skills, Good interpersonal skills;
Ability to build networks and make effective contacts and connections; Excellent presentational skills – both verbal and written;
Excellent communication and people skills;
Strong knowledge of computer systems, including using internet explorer and Microsoft Office applications such as Ms Word, Ms Excel, and PowerPoint
Fluent in Somali and English is required.
