Administration and Finance Officer

Description of the post:

The Upper House is seeking to hire Administration and Finance Officer. The Officer will be responsible for implementing the financial, accounting, administration, and human resources guidelines of the house. This position is initially for six months but may be renewed depending on performance and availability of funds. The Upper House invites applicants who are citizens of Somalia for the following position

Organization and Project Description:

Somalia is at this juncture targeting to further capacitate its institutions with the view of not only to solidify the gains so far achieved in peace and state-building but to move the goal posts further by ensuring that for the first time, in three decades, the Somali citizens elect their own representatives by 2021. To realize this goal of peace and state building that is in harmony with the SDGs and the National Development Plan, among other institutions, Somalia aims to put in place more accountable and responsive Parliaments that promotes and practices inclusive politics.
The objective of the project is to foster Inclusive Politics through the Parliaments to enable citizens in participating in the political processes. The involvement of the citizens in the political process in a pronounced way will surely contribute a lot towards the attainment of the national peace and state building goal. It is also the focus of the project to nurture authentic political representation and to stimulate a lively civil society for the 2021 universal suffrage, finalization of the review of the Constitution and the federation process. The project focuses on four key pillars of democratic governance that play an important role in the development of Somalia’s Inclusive Politics – National Federal Parliaments, Federal Member State Parliaments and Civil Society, – through an integrated approach that is in line with a fourth component of achieving progress towards SDG 16 in Somalia.
The Upper House of the Federal Parliament has been established in the early 2017. The members of house consist of 54 members according to Article 72 of the provisional constitution, it includes substantial number of women members (13 out of 54). It represents the Federal Member States and it has legislative duties which include, participation in the amendment of the constitution, passing and amending laws and oversight roles on the executive.

General Scope of the work:

The Finance and Administration Officer reports to Finance and Administration Director of the house and is responsible for providing effective and efficient financial and administrative services.

Duties and Responsibilities:

General responsibilities of the Administration and Finance officer include:

Implement financial policies and procedures
Establish and maintain cash controls. including deposits and donations
Establish, maintain and reconcile the general ledger
Draft all necessary administration and financial management correspondence and be responsible for follow-up
Collect, update and maintain financial files and records and Prepare balance sheets.
Ensure the regular maintenance and prompt repair of office equipment.
Set up and maintain an appropriate office filing system and assets registry record.
Prepare the necessary required Financial Reports at the time of requesting the advance of funds on the basis of a corresponding work plan and budget.
Manage funds in conformity with the administrative and financial procedures of the Upper House (UH).
Assist with preparation of the budget
Prepare and reconcile bank statements
Establish new and maintain existing supplier accounts
Process supplier invoices
Maintain the purchase order system and ensure data is entered into the system
Ensure transactions are properly recorded and entered into the computerized accounting system
Receive and verify invoices
Process and record petty cash transactions
Maintain the assets register
Reconcile accounts
Submit staff time sheets for payroll processing
Perform any other duties as required.

Duration of the Work:

Contract is for 6 months from July – Dec 2018

Duty station of the officer will be at the Upper House building in Mogadishu.

Qualifications and Experience:

Bachelor’s degree in Finance, Business Administration and Management, Public Administration or related field
At least 3 years of experience in the Finance and Administration role with strong interest in the field.

Strong communication and interpersonal skills, ability to foster networks and partnerships and good working knowledge of information and computer technology
Attention to detail and good time management and self-organizational skills
Ability to work autonomously, effectively managing own workload without continual guidance

Well-organized demonstrated team work skills
Commitment to ongoing professional development

Excellent oral and written communication skills and conflict resolution competency to manage inter-group dynamics and mediate conflict interest of varied actors
Maturity and confidence in dealing with senior and high-ranking members of national institutions, government and non-government.
