II. Organization Context

The Ministry of Interior Galmudug state of Somalia is responsible for the local government’s portfolio, including the district council formation, establishing systems for local governance, structures and to strengthen their capacity with a view to promoting democratic and accountable local governance and provision of better basic service delivery for stability and enhanced peace. The Ministry of Interior of Galmudug State is currently in the process of forming district councils for Abudwaq and Hobyo districts in line with FGoS Wadajir National Framework for Local Governance. Therefore, the Ministry of Interior Jubbaland state of Somalia, wishes to recruit a young graduate to support the work of the Department of Local Government (DOLG). This support will enable the ministry to make its contribution towards the achievement of the local government department’s mandates.
To enhance, the MOI human resource capacity and the need to support the national technical consultants, JPLG through MOI will support the Young graduate and filing gap as a learning by doing to the department until it is absorbed by the Ministry as it is own staff. During the assigned period the YG will undertake varied tasks in delivering the Ministry’s mandate to deliver its commitments for decentralizations.
In this regard, the Young graduate (for Monitoring and Evaluation) will help providing positive social change in theatrical enrich through learning by doing at various levels of MOI departments, while MOI building capacity of the  emerging  districts councils and administrations.
The objective of this Young Graduate Internship is to provide work to the newly Somali universities graduates in the various fields of administration, public administration, finance and among others. This will contribute to create of skilled work force in the Ministry of Interior (MOI) to deliver its mandates.

III. Objectives / Functions

Summary of Key Functions:
·         Assist the MoI towards creating monitoring, evaluation and reporting systems and the institutionalization and decentralization process;
·         Assist technically the MOI consultant to deliver their key activities.
Specific Tasks:
In collaboration with the Consultants of MOI at the DOLG:
·         Support the establishment of MOI Department of Local Government monitoring and evaluation mechanism.
·         Support the establishment of the Department of LG quarterly and annual work plans.
·         Participate in MOI led monitoring missions to regions and districts.
·         Support effective institutionalizing of office management systems.
·         Support evaluation of baseline assessments in the pilot regions
·         Support the monitoring of the awareness campaign through media and public meetings.
·         Evaluation of capacity building training at the MOI

V. Final product/deliverable

The outputs will be:  

MOI supported in establishing a Department of Local Government monitoring and evaluation mechanism.
Supported the production of the Department of LG quarterly and annual works.
Supported the effective institutionalizing of office management systems.
Supported the evaluation of baseline assessments in pilot regions.
Supported the monitoring of the awareness campaign.
Evaluated capacity building training at the MOI


VII: Qualifications

MOI may accept interns providing the following conditions are met:
a)      Enrolment:
·         Enrolled in a degree programme in one of the Somali colleges at the time of application and during the internship (if a candidate is graduating before the internship period begins, they are no longer eligible); or
·         Not have graduated prior to the beginning of the internship.
b)      Skills:
·         Fluency in both written and spoken English and Somali;
·         Computer literate;
·         Continuous and steady academic achievement, and progress;
·         Demonstrated keen interest in the work of community and social development programmers;
·         Demonstrated high learning ability during the years of study; and
·         Demonstrated the ability to work as a team.
·         Must hail from GSS with valid ID
