Background
The UN Clinic Nurse performs the functions under the supervision of the UN Physician and under the overall guidance of the Deputy Country Director (Operations).
The UN Clinic Nurse is responsible for nursing services of the UN Clinic that include sound management and smooth functioning of the clinic. The UN Clinic Nurse provides primary health care to eligible UN staff and dependents of the United Nations System.
The UN Clinic Nurse cooperates and collaborates with the UNDP Operations, Programme and all other UN Agencies as well as other medical facilities in Somalia and internationally for referring the patients, dealing with necessary medical matters of staff members and dependants, and ordering and inventory of drugs and medical equipment.
Duties and Responsibilities
Summary of key functions:
Ensure general administrative support for the UN Clinic;
Provides primary health care to eligible staff and dependents;
Carry out routine procedures in the clinic to run the clinic well in order;
Assist UN Physician in providing health care services;
Assist the UN Physician in developing and providing learning opportunities.
Ensure general administrative support for the UN Clinic focusing on the achievement of the following results:
Assesses needs of clients visiting the walk-in clinic, provides care/advice (e.g., the benefits of preventive medicine, etc.) accordingly and facilitates referral to the UN Medical Officer or to an outside physician, as indicated;
Maintain the UN Clinic in good order;
Assist the UN Physician in providing health care services;
Establish close relations with hospitals and other medical institutions;
Evaluate, order and maintain an efficient inventory and stock control of medications/vaccines and other medical supplies and equipment.
Maintain Emergency medical supplies and equipment and be prepared for disaster;
Maintain the roster of specialists for referral and treatment;
Coordinate and supervise the work of other UN Clinic personnel i.e. Ambulance Driver and Cleaner;
Provide first-aid and advice to the staff and their dependents;
Administer minor “outpatient” treatment and immunization requirements;
Maintain the records of patients’ medical data including consultations and treatment;
Maintain strict confidentiality.
Provides primary health care to eligible staff and dependents:
Attend UN Clinic on a full time basis and respond to emergencies outside office hours;
Treat minor injuries such as cut, abrasions, and minor degree burns by dressing and stitching;
Check the patient’s general condition, take vital signs as necessary and forward to the UN physician for medical diagnosis and treatment;
Dispense medications to the patients ordered by the UN Physician;
Provide first aid treatment to the staffs (patients) and eligible dependents;
Attend hospital and home visits for sick staff members if UN physician is busy or unavailable;
Make necessary arrangements for Entry, Periodic, and exit medical examinations of UN staff members conducted by UN Physician;
Performs ECG and other medical exams such as blood tests, glucose, cholesterol and urine exams, as required in particular for UN routine examinations.
Advice on health-related preventive measures to staff members along with proper counseling.
Ensures preparedness of staff travelling on missions or reassignments, including administration of appropriate vaccine, instructions on malaria prophylaxis and other travel-related ailments.  Instructs on the content and potential uses of the travel kit.
Carry out routine procedures in the clinic  focusing on the achievement of the following results:
Perform medication, injection, dressing, stitching, foreign body extraction and so on as needed;
Check equipment and supplies in daily, weekly, monthly and yearly basis and maintain them in working order;
Ensures that medical instruments are properly sterilized and maintains hygiene and cleanliness of the clinic.
Through a monthly check, ensures that medical instruments and equipment in the UN ambulance are maintained in a working order, and replaced after use.
Enter medical data of patients into register, patient’s file, and electronic databases;
Perform intravenous cannulation and infuse fluid as prescribed by the UN Physician;
Prepare and update home visit kit and first aid kit boxes as necessary;
Perform vaccinations to staffs and eligible dependents as necessary;
Assist the UN Physician in appropriate referral of the patients;
Maintain medical supplies and equipment to be used in case of emergency situations;
Assist UN Physician in providing health care services:
Schedule consultations with the UN Physician for eligible staff and dependants;
Maintain a 24-hour roster of available specialists for referrals and treatment when necessary;
Coordinate the work of the rest of the United Nations Clinic Personnel;
Assist the UN physician when official medical examinations are undertaken at the UN clinic;
Ensures proper filing of medical and other records; prepares or oversees the preparation of sick leave reports/certificates and certification of sick leaves.
Enter patients’ records of all visits and treatment as well as records of all medical supplies;
Provide and maintain First Aid Kits and essential medical supplies properly at all UN duty stations within the country;
Prepare monthly reports of patients and submit them to management;
Prepare invoices for cost recovery for clinic services provided to other Agencies;
Establish and maintain close relations with hospitals, private medical facilities, blood banks, and UN Designated Examining Physicians for the benefit of UN staff and dependants;
Help patients in hospital, make all logistical arrangements in the event of medical evacuation, and prepare & transmit relevant forms for medical examinations.
Assist the UN Physician in developing and providing learning opportunities:
Initiate and prepare learning environment within the United Nations Clinic;
Identify areas to improve by the UN Clinic personnel and inform the management;
Locate the areas of updating knowledge and plan with UN Physician in advance;
Be conscious about recent medical advancement and try to put in daily practice;
Attend trainings held by national and international agencies in order to deliver standard and internationally acceptable nursing services to the patients at UN system of Nepal;
Disseminate relevant information about health to all UN staffs via e-mail;
Provide trainings on first aid and treatment of minor ailments for UN field staff and drivers;
Prepares health education material and conducts sessions to address staff on work environment, occupational health and other specific medical and health issues for groups of staff.
Give health education and proper counseling to UN staff and their dependents;
Respond to various administrative circulars in time and act accordingly with colleagues.
Impact of Results.
The key results have an impact on the efficiency of the clinic. Accurate analysis and presentation of information, thoroughly researched and fully documented work strengthens the capacity of the UN Clinic in Somalia and facilitates subsequent action by the supervisor. Incumbent’s own initiative is decisive in results of work and timely finalization.

Required Skills and Experience
Education:
3-year Diploma in nursing from a recognized training institution;
Recognized additional training in primary health care and midwifery;
HIV/AIDS Management is desirable;
National registration and license is a requirement.
Experience:
Minimum 6 years of experience in nursing preferably in a multicultural environment;
Experience in Trauma and Emergency care is required;
Experience in Tropical Medicine, Emergency Medicine and Common Medical Laboratory investigations;
Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is desirable.
Language Requirements:
Fluency in English and Somali is required.
