Role Overview:
The programme engineer is to undertake all engineering and construction
functions i.e. planning, organizing and controlling all elements of the construction
works. The position holder is responsible for the technical quality and supervises
all development, implementation, environmental conditions and financial
considerations of construction activities in AAIS programmes in all program areas
across Somaliland.

Identify technical
gaps and prepare quality standards with
indicators for construction work and support the partners and staff
to internalize and apply.
Contribute to strategic planning, management and
documentation of the humanitarian and development
interventions in Somaliland and policy advocacy related to
Planning and
disaster preparedness and natural resource management.
Implementation
Ensure technical quality of water projects and other construction
activities such as schools.
Prepare specifications of bids and participate in the contractors’
selection process by designing and cost estimation.
Provide technical
support to partners and communities in
identification, rehabilitation/construction of all construction work
to meet pre-set standards.
Offer technical support in concept note and proposal
development processes
Represent ActionAid in WASH sector coordination meetings and
other interactions at national level and where necessary regional,
and participate in interagency assessments.
Proactively manage foreseen construction risks and mitigate as
necessary
Maintain a comprehensive schedule of all constructions work
Monitoring,
Monitor and ensure quality control of construction/rehabilitation
Evaluation and
work and propose/take corrective actions in case of deviation
Learning
from pre-agreed standards.
Monitor budget efficient utilization for the intended purposes
Produce technical report for decisions and accountability.
Reporting
Collect case studies, stories and action pictures reflecting the
social perceptions and changes of the interventions on the lives
and livelihoods of the beneficiaries (right holders).

Ensure effective resource utilization and management
Liaise with Finance team on construction costing and budgeting

templates in line with requirements.
Ensure in providing technical support and capacity building to
relevant stakeholders
Capacity Building
Facilitate technical training on water management and sanitation
to improve the performance and effectiveness of partners and
concerned line-ministries.

Person Specification
Education &
Bachelor’s degree in Engineering or relevant.
Experience
Minimum 5 years of relevant experience in Construction and working with
NGOs.
