Media and Communications Officer

Description of the post:

The Upper House is seeking to hire Media and Communications Officer. The Officer will be responsible for implementing the communication and media strategies of the house, drafting and organizing press releases and keeping the social media channels of the Upper House remain active and engaging. This position is initially for six months but may be renewed depending on performance and availability of funds. The Upper House of Somalia Federal Parliament invites applicants who are citizens of Somalia for the following position.

Organization and Project Description:

Somalia is at this juncture targeting to further capacitate its institutions with the view of not only to solidify the gains so far achieved in peace and state-building but to move the goal posts further by ensuring that for the first time, in three decades, the Somali citizens elect their own representatives by 2021. To realize this goal of peace and state building that is in harmony with the SDGs and the National Development Plan, among other institutions, Somalia aims to put in place more accountable and responsive Parliaments that promotes and practices inclusive politics.
The objective of the project is to foster Inclusive Politics through the Parliaments to enable citizens in participating in the political processes. The involvement of the citizens in the political process in a pronounced way will surely contribute a lot towards the attainment of the national peace and state building goal. It is also the focus of the project to nurture authentic political representation and to stimulate a lively civil society for the 2021 universal suffrage, finalization of the review of the Constitution and the federation process. The project focuses on four key pillars of democratic governance that play an important role in the development of Somalia’s Inclusive Politics – National Federal Parliaments, Federal Member State Parliaments and Civil Society, – through an integrated approach that is in line with a fourth component of achieving progress towards SDG 16 in Somalia.
The Upper House of the Federal Parliament has been established in the early 2017. The members of house consist of 54 members according to Article 72 of the provisional constitution, it includes substantial number of women members (13 out of 54). It represents the Federal Member States and it has legislative duties which include, participation in the amendment of the constitution, passing and amending laws and oversight roles on the executive.

General Scope of the work:

The Officer will be responsible for developing and implementing the communication and media strategies of the house, drafting and organizing press releases and keeping the social media channels of the Upper House remain active and engaging

Duties and Responsibilities:

General responsibilities of the Media and Communications officer include:

Consistently monitor all relevant forms of media to find and circulate relevant articles and opportunities for coverage.
Establishing and maintaining the Upper Houses’ database of media contacts, and identifying gaps in the house’s engagement with specific outlets and journalists and seeking to develop new relationships.
Helping to ensure the Social Media channels of the house remain engaging and active, including occasionally live posting of events and monitoring commentary.
Write and update written and visual content for The Upper House website.
Closely monitoring all media coverage of The Upper House, responding to media enquiries, setting up interviews, managing media logistics at events.
Identifying opportunities for press coverage, organizing press events and drafting press releases.
Draft, edit and distribute press notices, media comments, features and letters to editors, often to tight deadlines.
Contribute creative ideas to generate content for news stories and features and identify opportunities for the House.
Help secure national, regional and international media coverage for house.
Advise and brief other staff on press releases and media interviews, providing guidance and support.
Perform any other duties as required.

Duration of the Work:

Contract is for 6 months from July – Dec 2018

Duty Station:

Duty station of the officer will be at the Upper House building in Mogadishu.

Qualifications and Experience:

Bachelor’s degree in Communication, Journalism, Information Technology, Public

Admiration and Management, Political Science, or other related field.

At least 3 years of experience in Communication and Media role with strong interest in the field.

Functional Competencies:

Innovative and creative thinking in relation to communication,
Strong communication and interpersonal skills, ability to foster networks and partnerships and good working knowledge of Communication, information and computer technology.
In-depth knowledge, understanding of and proficiency on social media platforms, their respective participants (Facebook, Twitter, Google, YouTube, Instagram, LinkedIn and Pinterest as well as other emerging platforms).
Displays analytical judgment and demonstrated ability to handle confidential and politically sensitive issues in a responsible and mature manner;
Attention to detail and good time management and self-organizational skills
Ability to work autonomously, effectively managing own workload without continual guidance.
Strong interpersonal skills; commitment to team work and to working across disciplines, cultures and stakeholders at all levels
Well-organized demonstrated team work skills and commitment to ongoing professional development.
Demonstrates strong intellectual and operational capacity
Excellent oral and written communication skills and conflict resolution competency to manage inter-group dynamics and mediate conflict interest of varied actors
Maturity and confidence in dealing with senior and high-ranking members of national institutions, government and non-government.
